  1                                   A JOINT MEMORIAL
  2    TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED  STATES  IN  CONGRESS
  3        ASSEMBLED,  AND  TO THE CONGRESSIONAL DELEGATION REPRESENTING THE STATE OF
  4        IDAHO IN THE CONGRESS OF THE UNITED STATES.
                                                                        
  5        We, your Memorialists, the House of Representatives and the Senate of  the
  6    State  of  Idaho  assembled  in the First Regular Session of the Fifty-seventh
  7    Idaho Legislature, do hereby respectfully represent that:
                                                                        
  8        WHEREAS, the Idaho Legislature,  on  behalf  of  the  citizens  of  Idaho,
  9    expresses its gratitude for the military service of our veterans; and
 10        WHEREAS,  there are 3,357 veterans waiting to see a primary care physician
 11    at the Boise VA Medical Center; and
 12        WHEREAS, there are 4,350 veterans waiting for specialty care  appointments
 13    at the Boise VA Medical Center; and
 14        WHEREAS,  there  are  2,703 veterans on the waiting list at the Spokane VA
 15    Medical Center; and
 16        WHEREAS, there are waits of as long as two to three years at  the  Spokane
 17    VA Medical Center; and
 18        WHEREAS,  prompt, high quality and compassionate medical care was promised
 19    to our servicemen and servicewomen and is currently an unmet promise.
 20        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
 21    of the Fifty-seventh Idaho Legislature, the House of Representatives  and  the
 22    Senate  concurring therein, that we find the failure to provide prompt medical
 23    care is a failure to provide care, that it is not acceptable,  and we urgently
 24    request that the members of the Idaho  congressional  delegation  address  the
 25    appropriations  necessary  to  provide  timely  access  to health care for our
 26    valued veterans.
 27        BE IT FURTHER RESOLVED that the Chief Clerk of the  House  of  Representa-
 28    tives  be, and she is hereby authorized and directed to forward a copy of this
 29    Memorial to the President of the Senate and the Speaker of the House of Repre-
 30    sentatives of Congress, and  the  congressional  delegation  representing  the
 31    State of Idaho in the Congress of the United States.

                       STATEMENT OF PURPOSE
                             RS 13207
This House Joint Memorial urges the Idaho delegation in the
United States Congress to sponsor and support appropriations to
provide timely access to health care for our valued veterans.

                          FISCAL IMPACT
There is no fiscal impact to the state.
