Statement of Purpose

This FY 2003 supplemental appropriations bill provides additional federal funds spending authority to the Superintendent of Public Instruction. The first area provides authorization for one position and $100,000 for the National Assessment of Education Progress (NAEP) Coordinator. The second increases federal funds spending authority by $27,012,700 to reflect increased federal funds for education (primarily pass-through money to local school districts). The third provides federal funds authorization for $3,392,100 and four positions for the Reading First program. The fourth provides federal funds authorization for $350,000 and one position to develop character education programs in secondary schools.
