1 AN ACT
2 APPROPRIATING MONEYS FOR THE IDAHO STATE HISTORICAL SOCIETY FOR FISCAL YEAR
3 2004; LIMITING THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS; APPROPRIATING
4 ADDITIONAL MONEYS TO THE IDAHO STATE HISTORICAL SOCIETY FOR FISCAL YEAR
5 2003; AND DECLARING AN EMERGENCY FOR SECTION 3 OF THIS ACT.
6 Be It Enacted by the Legislature of the State of Idaho:
7 SECTION 1. There is hereby appropriated to the State Board of Education
8 for the Idaho State Historical Society the following amounts to be expended
9 for the designated programs according to the designated expense classes from
10 the listed funds for the period July 1, 2003, through June 30, 2004:

33 SECTION 2. In accordance with Section 67-3519, Idaho Code, the agency is
34 authorized no more than forty-eight and thirty-six hundredths (48.36) full-
35 time equivalent positions at any point during the period July 1, 2003, through
36 June 30, 2004, for the programs specified in Section 1 of this act, unless
37 specifically authorized by the Governor. The Joint Finance-Appropriations Com-
38 mittee will be notified promptly of any increased positions so authorized.
39 SECTION 3. In addition to the appropriation made in Section 1, Chapter
40 177, Laws of 2002, there is hereby appropriated to the State Board of Educa-
41 tion for the Idaho State Historical Society the following amount to be

1 expended for the designated program according to the designated expense class
2 from the listed fund for the period July 1, 2002, through June 30, 2003:

8 SECTION 4. An emergency existing therefor, which emergency is hereby

The Fiscal Year 2004 appropriation for the Idaho State Historical Society includes an initial 3.5% General Fund budget reduction, plus funding for personnel benefit cost increases, several minor Non-Standard Adjustments for interagency billings, an annualization of a non-General Fund supplemental authorized for Fiscal Year 2003, and $50,000 for the Lewis & Clark Trail Committee to grant to local communities that are organizing events surrounding the 2003-2006 Lewis & Clark bicentennial.
This budget also includes Fiscal Year 2003 Miscellaneous Revenue spending authority for the agency to utilize federal money transferred from the Department of Parks and Recreation to conduct park site development reviews.
