|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-seventh Legislature First Regular Session - 2003IN THE SENATE SENATE CONCURRENT RESOLUTION NO. 113 BY JUDICIARY AND RULES COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE AND DIRECTING THAT THE DIVISION OF HUMAN 3 RESOURCES UNDERTAKE A STUDY OF THE FEASIBILITY OF MAINTAINING DAY CARE 4 FACILITIES NEAR STATE OFFICES FOR THE BENEFIT OF STATE EMPLOYEES. 5 Be It Resolved by the Legislature of the State of Idaho: 6 WHEREAS, many state employees are parents of young children and are in 7 need of reliable, quality day care for their children; and 8 WHEREAS, evidence shows that employees are more productive when they can 9 be assured of the safety and well-being of their children; and 10 WHEREAS, opportunities for providing day care facilities is a significant 11 worker incentive which can be maintained without additional costs to the 12 state. 13 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 14 of the Fifty-seventh Idaho Legislature, the Senate and the House of Represen- 15 tatives concurring therein, that the Division of Human Resources is directed 16 to undertake a study of the feasibility of maintaining day care facilities 17 near state offices for the benefit of state employees. The division shall 18 assemble a committee composed of at least one member of the Senate, one mem- 19 ber of the House of Representatives, two state employees with young children, 20 one representative from the Office of the Governor, two individuals engaged in 21 the child care provider industry, and two persons representing the Division of 22 Human Resources. The committee shall investigate the advantages and disadvan- 23 tages, the potential for a self-sustaining program, the availability of facil- 24 ities, and other matters they find related to the question of providing day 25 care. They shall report their findings to the Second Regular Session of the 26 Fifty-seventh Idaho Legislature.
STATEMENT OF PURPOSE RS 13102 The purpose of this legislation is to direct the Division of Human Resources to undertake a study of the feasibility of self supporting day care centers for state employee children near the centers of work in the State of Idaho. It directs that a committee be formed. The membership of which would include, at least two state employees with child care age children, a representative of the Governor's office, two individuals from the child care industry and two persons from the Division of Human Resources. Any other committee members would be at the discretion of the Division. FISCAL IMPACT No fiscal impact to the state.
