Lottery Commission in the Department of Self-Governing Agencies for fiscal
year 2001; limits the authorized full-time equivalent positions to 47; and

commissions, advertising and promotional costs shall be continuously
appropriated.

BY APPROPRIATIONS COMMITTEE
1 AN ACT
2 APPROPRIATING MONEYS TO THE LOTTERY COMMISSION FOR FISCAL YEAR 2001; LIMITING
3 THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS; AND EXPRESSING LEGISLATIVE
4 INTENT TO CLARIFY THE SCOPE OF THE APPROPRIATION.
5 Be It Enacted by the Legislature of the State of Idaho:
6 SECTION 1. There is hereby appropriated to the Lottery Commission in the
7 Department of Self-Governing Agencies the following amounts, to be expended
8 for administrative costs according to the designated expense classes from the
9 listed fund for the period July 1, 2000, through June 30, 2001:
10 FOR:
11 Personnel Costs $ 2,201,900
12 Operating Expenditures 7,861,200
13 Capital Outlay 162,600
14 TOTAL $10,225,700
15 FROM:
16 State Lottery Fund $10,225,700
17 SECTION 2. In accordance with Section 67-3519, Idaho Code, the Lottery
18 Commission is authorized no more than forty-seven (47) full-time equivalent
19 positions at any point during the period July 1, 2000, through June 30, 2001,
20 unless specifically authorized by the Governor. The Joint Finance-
21 Appropriations Committee will be notified promptly of any increased positions
22 so authorized.
23 SECTION 3. It is legislative intent that amounts necessary to pay prizes,
24 retailer commissions, advertising and promotional costs shall be continuously
25 appropriated to the Lottery Commission under the provisions of Section
26 67-7428, Idaho Code.

This is the fiscal year 2001 appropriation for the Idaho Lottery Commission in the amount of $10,225,700.
The Commission is funded entirely with dedicated funds generated from the proceeds from the sale of lottery tickets.
This appropriation also limits the Commission’s number of full-time positions for FY 2001.
