                            HOUSE CONCURRENT RESOLUTION NO. 49

                                BY STATE AFFAIRS COMMITTEE

 1                               A CONCURRENT RESOLUTION
 2    STATING FINDINGS OF THE LEGISLATURE THAT THE STATE OF IDAHO  IS  COMMITTED  TO
 3        PRINCIPLES  OF  HUMAN  RIGHTS AND RECOGNIZES THE UNIQUE VALUE OF THE HUMAN
 4        CHARACTER IN ITS GREAT DIVERSITY AND WEALTH OF VARIETY.

 5    Be It Resolved by the Legislature of the State of Idaho:

 6        WHEREAS, the Governor of the State of Idaho, the Honorable Philip E. Batt,
 7    addressed the Legislature in the State of the State  Address  on  January  12,
 8    1998, and in his address restated the commitment of the people of the state to
 9    principles of human rights; and
10        WHEREAS, it is appropriate that the Legislature recognize this commitment,
11    and in addition that we add the observations of the membership of the Legisla-
12    ture on behalf of the people of Idaho; and
13        WHEREAS,  Idaho is a state where the industry and courage of every citizen
14    is valued and the contributions of individuality and good character are recog-
15    nized; and
16        WHEREAS, on behalf of the citizens, the Idaho Legislature made  a  compre-
17    hensive  commitment  to human rights within the enactment of the Commission on
18    Human Rights which states in part,  that  the  commission  is  established  to
19    "...secure  for  all  individuals within the state freedom from discrimination
20    because of race, color, religion, sex or national origin  in  connection  with
21    employment,  public  accommodations,  education and real property transaction,
22    discrimination because of age or disability in connection with employment, and
23    discrimination because  of  disability  in  real  property  transactions,  and
24    thereby  to  protect  their interest in personal dignity, to make available to
25    the state their full productive capacities..."; and
26        WHEREAS, the Legislature continues to  further  the  commitment  to  human
27    rights  and to act upon this commitment in legislation which supports programs
28    to further the opportunities of all Idaho citizens; and
29        WHEREAS, citizens of Idaho have endured an unwarranted unfavorable barrage
30    of publicity related to certain opinions held by a small minority  of  persons
31    who  claim  Idaho  as  their home, but whose opinions we strongly denounce and
32    state without reservation that they are not representative of the  opinion  of
33    the true citizenry of Idaho.
34        NOW,  THEREFORE,  BE IT RESOLVED by the members of the Second Regular Ses-
35    sion of the Fifty-fourth Idaho Legislature, the House of  Representatives  and
36    the  Senate  concurring  therein, that on behalf of the citizens of Idaho, the
37    Legislature joins with the Honorable Governor of the State of Idaho, proclaim-
38    ing our commitment to the principles  of  human  rights.  We  acknowledge  the
39    unique value of the human character in its great diversity and wealth of vari-
40    ety.

    The purpose of this resolution is to demonstrate that the 
    Legislature and the State of Idaho is committed to principles of 
    human rights and recognizes the unique value of the human 
    character in its great diversity of variety.

    HCR 49
