 1                                        AN ACT
 2    RELATING TO THE STATE EDUCATIONAL SUPPORT PROGRAM; AMENDING SECTION  33-1004A,
 3        IDAHO  CODE,  TO  INCREASE THE EDUCATION AND EXPERIENCE MULTIPLIER OF EACH
 4        INSTRUCTIONAL STAFF MEMBER BY TEN PERCENT IF THE TEACHER HAS  BEEN  CERTI-
 5        FIED  BY  THE  NATIONAL  BOARD FOR PROFESSIONAL TEACHING STANDARDS, AND TO
 6        DESIGNATE TEACHERS SO CERTIFIED AS MASTER TEACHERS.

 7    Be It Enacted by the Legislature of the State of Idaho:

 8        SECTION 1.  That Section 33-1004A, Idaho Code, be, and the same is  hereby
 9    amended to read as follows:

10        33-1004A.  EXPERIENCE  AND  EDUCATION  MULTIPLIER.  Each instructional and
11    administrative staff position shall  be  assigned  an  appropriate  multiplier
12    based upon the following table:

32        In  determining  the  experience  factor,  the actual years of teaching or
33    administrative service in an accredited public school or in an accredited pri-
34    vate or parochial school shall be credited.
35        In determining the education factor, only  credits  earned  after  initial
36    certification,  based upon a transcript on file with the teacher certification
37    office of the state department of  education,  earned  at  an  institution  of
38    higher  education  accredited  by  the  state board of education or a regional
39    accrediting association, shall be allowed.
40         After the experience and education multiplier for  an  instructional
41    staff  member  has been determined, add an additional ten percent (10%) to the
42    multiplier if such instructional  staff  member  has  been  certified  by  the

 1    national board for professional teaching standards (NBPTS). Teachers certified
 2    by the NBPTS shall be designated as master teachers.

                           STATEMENT OF PURPOSE

    The purpose of this legislation is to amend section 33-1004A, Idaho 
    Code, to increase the education and experience multiplier of each 
    instructional staff member by ten percent if the teacher has been 
    certified by the National Board for Professional Teaching Standards and 
    to designate teachers so certified as Master Teachers. This change is 
    intended to encourage excellence in teaching.
    
    FISCAL IMPACT
    
    There is currently 1 teacher in the Idaho School District so certified. A 
    number of others are seeking certification at this time. It is estimated that 
    the additional cost per teacher would be $3,000 to $4,000 per teacher 
    per year.
