 1                                        AN ACT
 2    RELATING TO THE IDAHO BOARD OF COSMETOLOGY;  AMENDING  SECTION  54-818,  IDAHO
 3        CODE,  TO INCREASE THE CAP ON EXAMINATION FEES TO SEVENTY-FIVE DOLLARS, TO
 4        INCREASE THE CAP ON ALL OTHER LICENSING FEES TO FIFTY DOLLARS AND TO  MAKE
 5        A TECHNICAL CORRECTION.

 6    Be It Enacted by the Legislature of the State of Idaho:

 7        SECTION  1.  That  Section  54-818, Idaho Code, be, and the same is hereby
 8    amended to read as follows:

 9        54-818.  FEES. The various fees to be paid by applicants for original reg-
10    istrations, original licenses, annual renewals, certificates issued upon reci-
11    procity, and examinations as required under this chapter  shall  be  fixed  by
12    administrative rules of the board in amounts not to exceed the following:
13        (a)  Original registrations, licenses, and annual renewals thereof:
14    cosmetological establishment, original registration ...................$ 50.00

    STATEMENT OF PURPOSE

    Idaho State Board of Cosmetology
    Amend existing statute to increase the cap on examination fees to $75.00 and increase
    the cap on all other licensing fees to $50.00
    
    
                                FISCAL IMPACT
    
    There is no fiscal impact to the General Fund. The board has been subsidizing the 
    examination process in the past and licensing fees have not covered the costs of doing 
    business in other areas. The board has functioned in the last few years at the current fees by 
    operating from a surplus balance, which is now depleted. The board's expenses will exceed 
    revenues by approximately $39,000.00 in FY98. The board intends to raise fees, excluding 
    examination fees by $5.00.
    
    Examination fees would be increased by $40.00.
    Increase in licensing fees of $5.00 x 11,500 licenses = $57,500.
    
    Increase in examination fees of $40 x 594 candidates = $23,760.
