STATEMENT OF PURPOSE RS07892 This proposal would require the installation and use of seat belts on all school buses in Idaho. FISCAL IMPACT In 1996-97, there were 2,440 school buses in Idaho. Based upon an estimate of 50 belts required per bus and an installed cost of $40 per belt, the first year cost would be $4,880,000. Assuming an annual replacement of twenty percent (20%) per year, subsequent costs would be approximately $ 1,000,000 per year plus growth in students buses.
