                            HOUSE CONCURRENT RESOLUTION NO. 46

                                BY STATE AFFAIRS COMMITTEE


 1                               A CONCURRENT RESOLUTION
 2    STATING FINDINGS OF THE LEGISLATURE AND ENDORSING A DEMONSTRATION  PROJECT  TO
 3        ASSESS METHODS FOR DELIVERY OF PUBLIC MENTAL HEALTH SERVICES.

 4    Be It Resolved by the Legislature of the State of Idaho:

 5        WHEREAS,  an interim committee of the legislature undertook a study of the
 6    delivery of mental health services in the public health system; and
 7        WHEREAS, a recurrent issue which was expressed to the committee  over  the
 8    course  of public hearings was the need to enhance the delivery system through
 9    greater integration of services along a continuum; and
10        WHEREAS, a specific issue the committee sought to address was the develop-
11    ment of a single entry point into the delivery system to ensure  maximum  con-
12    trol of costs while also maintaining quality of service; and
13        WHEREAS,  reorganization  of  the current system was discussed extensively
14    with consideration of delivery systems in similarly  situated  sister  states,
15    the best aspects of the current delivery systems, and the desired goals of any
16    reorganization; and
17        WHEREAS,  the  interim  committee  reviewed  and was supportive of further
18    exploration of the concepts of  single-stream  funding,  local  mental  health
19    authorities,  public/private  partnerships,  increased  responsiveness  to the
20    needs of consumers and their families, and greater system accountability; and
21        WHEREAS, the Region IV Community Mental Health Center has  been  exploring
22    many of these innovative concepts as described above; and
23        WHEREAS,  the legislature would like to take this opportunity to endorse a
24    demonstration project to be developed within Region IV Community Mental Health
25    Center.
26        NOW, THEREFORE, BE IT RESOLVED by the members of the Second  Regular  Ses-
27    sion  of  the Fifty-fourth Idaho Legislature, the House of Representatives and
28    the Senate concurring therein, that we endorse the  demonstration  project  of
29    the Region IV Community Mental Health Center with the goal that it will aid in
30    assessment of viability of single-stream funding, local mental health authori-
31    ties,  public/private  partnerships, increased responsiveness to consumers and
32    their families and greater accountability. We urge that the project be  devel-
33    oped  with  a particular focus on data collection, performance indicators, and
34    outcomes which will give legislators information to apply statewide. The  mem-
35    bers  of  the  legislature  maintain a continued interest and concern that the
36    needs and preferences of the consumers themselves must be given high  priority
37    in the development of a public mental health system.

                          STATEMENT OF PURPOSE

    The purpose of this Resolution is to further study one of the 
    recommendations of the Interim Committee on Mental Health 
    Services. The interim committee identified Mental Health 
    Authorities as a potential means of providing better management of 
    funds and better service delivery to clients. Region IV has been 
    using some of the methods associated with a mental health 
    authority and is interested in moving toward a demonstration 
    project to test additional concepts of a Mental Health Authority. 
    The resolution requests a focus on data collection, performance 
    indicators, and outcome measurement.
