S1522|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fourth Legislature Second Regular Session - 1998IN THE SENATE SENATE BILL NO. 1522 BY FINANCE COMMITTEE 1 AN ACT 2 APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF LAW ENFORCEMENT FOR FIS- 3 CAL YEARS 1998 AND 1999; AND DECLARING AN EMERGENCY. 4 Be It Enacted by the Legislature of the State of Idaho: 5 SECTION 1. In addition to the appropriation made in Section 1, Chapter 6 293, Laws of 1997, there is hereby appropriated to the Department of Law 7 Enforcement the following amounts to be expended for the designated programs 8 according to the designated standard classification from the listed fund for 9 the period July 1, 1997, through June 30, 1999: 10 B. POLICE SERVICES: 11 FOR: 12 Personnel Costs $100,000 13 FROM: 14 General Fund $100,000 15 C. IDAHO STATE POLICE: 16 FOR: 17 Personnel Costs $270,000 18 FROM: 19 General Fund $270,000 20 GRAND TOTAL $370,000 21 SECTION 2. An emergency existing therefor, which emergency is hereby 22 declared to exist, this act shall be in full force and effect on and after its 23 passage and approval.
STATEMENT OF PURPOSE
SB 1522
This is a supplemental appropriation for fiscal year 1998 for the Department of Law Enforcement.
Spending authority for this bill extends into fiscal year 1999.

This salary enhancement provides $270,000 for uniformed officers who work for the Idaho State Police;
and $100,000 for Police Services' officers who target illegal drug trafficking and provide felony
investigative assistance to counties. This will increase the beginning hourly wage of an ISP Trooper
from $12.09 to $13.00; and the beginning hourly wage of a Special Agent from $13.16 to $15.48. This
appropriation also provides adequate funding to move officers with experience to increase retention
and avoid pay compression, but focuses on officers with less than three years of service with the
Department to help with recruitment.
