                                      IN THE SENATE

                            SENATE JOINT PROCLAMATION NO. 101

                                BY STATE AFFAIRS COMMITTEE

 1                                    A PROCLAMATION
 2    COMMENDING THE CITY OF STAR FOR BEING INCORPORATED AS A CITY.

 3        We, the members of the Senate and the  House  of  Representatives  of  the
 4    State  of  Idaho  assembled  in the Second Regular Session of the Fifty-fourth
 5    Idaho Legislature, do hereby proclaim:

 6        WHEREAS, the City of Star was incorporated December 10, 1997,  as  a  city
 7    and  joins the ranks of Eagle, Kuna, Meridian, Garden City and Boise as incor-
 8    porated cities in Ada County; and
 9        WHEREAS, this is a historic occasion since the last city to become  incor-
10    porated  in  Idaho  was the City of Dover in Bonner County in the late 1980's;
11    and
12        WHEREAS, the Northwestern geographical area of Ada County known as Star is
13    experiencing significant population growth; and
14        WHEREAS, residents of Star believe the common good of their growing commu-
15    nity would be enhanced if they were incorporated as a city; and
16        WHEREAS, this incorporation culminated following two years of work by res-
17    idents who sought such incorporation; and
18        WHEREAS, incorporation as a city will enable the mayor  and  city  council
19    to determine local issues and as a city, the City of Star will set local laws,
20    provide services and exercise land use planning.
21        NOW,  THEREFORE,  BE  IT  PROCLAIMED  by the members of the Senate and the
22    House of Representatives assembled  in  the  Second  Regular  Session  of  the
23    Fifty-fourth Idaho Legislature, that we congratulate the residents of Star for
24    their "can-do" attitude in making the incorporation happen and hereby commemo-
25    rate the incorporation of the City of Star.
26        BE  IT  FURTHER RESOLVED, that the Legislature of the State of Idaho would
27    like to state:
28        As poets have honored the beauty of the stars in the galaxy,
29        The Idaho Legislature honors its very own Star.
30        While it only twinkles in size to many other Idaho cities, its  resi-
31        dents  have  an  inner warmth of goodness, friendliness and community
32        spirit.
33        We are confident these qualities will shine forth  like  diamonds  in
34        the  sky,  as  the new City of Star takes its place as one of Idaho's
35        shining examples of good and wise municipal government.
36        BE IT FURTHER RESOLVED, that the Secretary of the Senate be,  and  she  is
37    hereby  authorized  to  send a copy of this Proclamation to the mayor and city
38    council members of the City of Star.
