 1                                        AN ACT
 2    RELATING TO FISH AND GAME; AMENDING CHAPTER 4, TITLE 36, IDAHO  CODE,  BY  THE
 3        ADDITION  OF A NEW SECTION 36-415, IDAHO CODE, TO AUTHORIZE THE COMMISSION
 4        TO ORDER DISCOUNTED TAG FEES AND TO PROVIDE CERTAIN LIMITS.

 5    Be It Enacted by the Legislature of the State of Idaho:

 6        SECTION 1.  That Chapter 4, Title 36, Idaho Code,  be,  and  the  same  is
 7    hereby  amended  by  the addition thereto of a  NEW SECTION , to be
 8    known and designated as Section 36-415, Idaho Code, and to read as follows:

 9        36-415.  DISCOUNTED TAG FEES. Upon finding a  biological  need  or  public
10    need  or  unsold tags, the commission is authorized to order a discount in tag
11    fees for specific species, units, areas, zones,  or  gender  as  necessary  to
12    encourage increased tag sales, hunting or use of the resource. Notwithstanding
13    the  provisions  of other law to the contrary, the discounted tag fee shall be
14    effective only for the time period set by the commission order, and holders of
15    tags purchased before the discount shall not be entitled to a refund except as
16    provided by rule.

                      STATEMENT  OF  PURPOSE

This legislation would allow the Fish and Game Commission to
discount tag fees in order to encourage tag sales on surplus
animals or to increase utilization of the resource. 



FISCAL  IMPACT
No impact on general fund. No reduction in fish and game revenues,
and increased sales should result in a small increase in revenues.
