 1                                        AN ACT
 2    RELATING TO LICENSURE BY THE BOARD  OF  MEDICINE;  AMENDING  SECTION  54-1810,
 3        IDAHO  CODE,  TO  PROVIDE THAT A PERSONAL INTERVIEW MAY BE REQUIRED AT THE
 4        DISCRETION OF THE BOARD; AND AMENDING SECTION 54-1811, IDAHO CODE, TO PRO-
 5        VIDE THAT A PERSONAL INTERVIEW MAY BE REQUIRED AT THE  DISCRETION  OF  THE
 6        BOARD.

 7    Be It Enacted by the Legislature of the State of Idaho:

 8        SECTION  1.  That  Section 54-1810, Idaho Code, be, and the same is hereby
 9    amended to read as follows:

10        54-1810.  LICENSURE BY WRITTEN EXAMINATION. (1) Any person seeking  to  be
11    licensed   to  practice  medicine  and  surgery  or  osteopathic  medicine  or
12    osteopathic medicine and surgery in this state must successfully complete  the
13    following requirements before a license will be issued:
14        (a)  Each  applicant  must  submit  a completed written application to the
15        board on forms furnished by the board which shall require proof of gradua-
16        tion from a medical school acceptable to the board and successful  comple-
17        tion of a post-graduate training program acceptable to the board.
18        (b)  Each applicant must pass an examination conducted by or acceptable to
19        the  board which shall thoroughly test the applicant's fitness to practice
20        medicine. If an applicant fails to pass the examination on two  (2)  sepa-
21        rate  occasions,  he  shall not be eligible to take the examination for at
22        least one (1) year, and before taking the examination again, he must  make
23        a  showing  to  the  board that he has successfully engaged in a course of
24        study for the purpose of improving his ability to engage in  the  practice
25        of  medicine. Applicants who fail two (2) separate examinations in another
26        state, territory, or district of the United States or  Canada,  must  make
27        the  same  showing  of successful completion of a course of study prior to
28        examination for licensure.
29        (c)   Each   The board in its discretion  may  require  an
30          applicant    shall      to    be  personally
31        interviewed  by  the  board  or  a  designated committee of the board. The
32        interview shall be conducted to review the applicant's qualifications  and
33        professional credentials.

34        SECTION  2.  That  Section 54-1811, Idaho Code, be, and the same is hereby
35    amended to read as follows:

36        54-1811.  LICENSURE BY ENDORSEMENT. Any person seeking to be  licensed  to
37    practice  medicine  in  this  state  who  is  licensed to practice medicine in
38    another state must successfully complete the following requirements  before  a
39    license to practice medicine will be issued:
40        (1)  Each  applicant  must  submit  a completed written application to the
41    board on forms furnished by the board which shall require proof of  graduation

 1    from  a  medical school acceptable to the board and successful completion of a
 2    post-graduate training program acceptable to  the  board  and  which  contains
 3    proof that the applicant has any one of the following qualifications:
 4        (a)  The applicant is a diplomate of the national board of medical examin-
 5        ers or the national board of examiners for osteopathic physicians and sur-
 6        geons;
 7        (b)  The  applicant holds a valid, unrevoked, unsuspended license to prac-
 8        tice medicine and surgery, or osteopathic medicine and surgery in a state,
 9        territory or district of the United States or Canada,  and  the  applicant
10        demonstrates that he possesses the requisite qualifications to provide the
11        same  standard  of  health care as provided by licensed physicians in this
12        state. The board may require further examination to establish such  quali-
13        fications.
14        (2)    Each     The board in its discretion may require an
15     applicant  shall   to  be personally  interviewed
16    by  the  board  or a designated committee of the board. The interview shall be
17    conducted to review the applicant's qualifications  and  professional  creden-
18    tials.

Statement of Purpose / Fiscal Impact


                      STATEMENT  OF  PURPOSE

The purpose of this legislation is to change the current statutory
requirement of a personal interview for all applicants for medical
licensure to the requirement that personal interviews will be at
the discretion of the Board.


FISCAL  IMPACT
There will be no fiscal impact on licensure fees and the dedicated
fund.
