SPEAKER Requested by: Idaho State Historical Society 1 AN ACT 2 RELATING TO THE STATE HISTORICAL SOCIETY; AMENDING SECTION 67-4124, IDAHO 3 CODE, TO PROVIDE REVISED CONDITIONS FOR THE QUALIFICATION, APPOINTMENT AND 4 TERMS OF MEMBERS OF THE BOARD OF TRUSTEES OF THE STATE HISTORICAL SOCIETY. 5 Be It Enacted by the Legislature of the State of Idaho: 6 SECTION 1. That Section 67-4124, Idaho Code, be, and the same is hereby 7 amended to read as follows: 8 67-4124. BOARD OF TRUSTEES -- QUALIFICATIONS, APPOINTMENT AND TERMS OF 9 MEMBERS. The board of trustees shall consist of seven (7) members to be 10 appointed by the state board of education. The members of the board shall be 11 chosen with due regard to their knowledge, competence, experience and interest 12 in the fields related to the preservation ofthe historical archives of13Idaho history . The state board of education shall consider 14 geographic representationand population distributionwhen 15 selecting board members by appointing one (1) trustee from each of the 16 seven (7) judicial districts as set forth in chapter 8, title 1, Idaho Code 17 . All appointees shall be chosen solely on the basis of their 18 qualifications, and not more than four (4) members of the board shall19belong to the same political party. 20 All members of the board of trustees shall serve for a specific term. Upon 21 expiration of the terms of members serving on the board of trustees on the 22 effective date of this act, the board shall appointone (1) member for a23term of two (2) years, two (2)members for a term offour (4)24years, and two (2) members for a term ofsix (6) years. Appoint-25ments thereafter, except appointments for the unexpired portion of a 26 term, shall be for a term of six (6) years. No member shall 27 serve more than two (2) consecutive full terms.
STATEMENT OF PURPOSE RS08442 The purpose of this legislation is to clarify the role of the Idaho State Historical Society to preserve the history of Idaho. It eliminates the partisan requirements of the Historical Society Board of Trustees and requires they be appointed based on qualifications related to historic and cultural heritage preservation, interpretation and education, and representing districts comparable to those used for the Judiciary. The legislation also limits the number of terms trustees can serve. FISCAL IMPACT There is no fiscal impact associated with this legislation.
