That Section 33-2212, Idaho Code, be, and the same is hereby 18 amended to read as follows: 19 33-2212.CREATION OFADVISORY COUNCIL --MEMBERS --20COMPENSATIONEASTERN IDAHO TECHNICAL COLLEGE .The21state board for vocational education may appointThere is 22 hereby established an advisory council consisting ofnot less23than twelve (12) nor more than fifteen (15)seven (7) 24 persons to offer counsel and advice in the organization, establishment and 25 conduct of the Eastern Idaho Technical College and to serve an advocacy 26 role for vocational-technical programs . Members of the council will 27 serve without salary but shall be compensated as provided by section 28 59-509(b), Idaho Code. Members ofsaidthe council 29 shall be appointedfromas follows: one (1) member shall be 30 a representative of the student government at Eastern Idaho Technical College 31 and shall be appointed by the student government for a term of one (1) year; 32 two (2) members shall be appointed by the county commissioners in Bingham, 33 Bonneville, Butte, Clark, Franklin, Jefferson, Madison and Teton counties; two 34 (2) members shall be appointed by the governor and shall, as nearly 35 as is practicable , be a resident from the vocational area to be 36 served by the Eastern Idaho Technical College .as deter-37mined by the state board for vocational education.Of the members 38 first appointed, except the appointee of student government, each of the 39 appointing authorities shall designate one (1) member appointed for a one (1) 40 year term and one (1) member appointed for a two (2) year term, and thereaf- 41 ter, all terms shall be for two (2) years. The council shall organize itself, 42 and shall meet at least quarterly. The council may convene with the advisory 43 councils of the other institutions providing vocational education programs. 2 1 2 SECTION 2. That Chapter 22, Title 33, Idaho Code, be, and the same is 3 hereby amended by the addition thereto of a NEW SECTION , to be 4 known and designated as Section 33-2213, Idaho Code, and to read as follows: 5 33-2213. ADVISORY COUNCIL -- BOISE STATE UNIVERSITY. There is hereby 6 established an advisory council for vocational education at Boise State Uni- 7 versity consisting of seven (7) persons to offer counsel and advice in the 8 organization, establishment and conduct of the vocational education programs 9 at Boise State University and to serve an advocacy role for vocational- 10 technical programs at the university. Members of the council will serve with- 11 out salary but shall be compensated as provided by section 59-509(b), Idaho 12 Code. Members of the council shall be appointed as follows: one (1) member 13 shall be a representative of the student government of Boise State University 14 and shall be appointed by the student government and shall serve a term of one 15 (1) year; two (2) members shall be appointed by the county commissioners of 16 Ada, Boise, Canyon, Elmore, Gem, Owyhee, Payette and Washington counties; two 17 (2) members shall be appointed by the governor and shall be as nearly as is 18 practicable a resident of the vocational area served by Boise State Univer- 19 sity; and two (2) members shall be appointed from the membership of the 20 vocational-technical association. Of the members first appointed, except the 21 appointee of student government, each of the appointing authorities shall des- 22 ignate one (1) member appointed for a one (1) year term and one (1) member 23 appointed for a two (2) year term, and thereafter, all terms shall be for two 24 (2) years. ADVISORY COUNCIL -- LEWIS-CLARK STATE COLLEGE. There is hereby 31 established an advisory council for vocational education at Lewis-Clark State 32 College consisting of seven (7) persons to offer counsel and advice in the 33 organization, establishment and conduct of the vocational education programs 34 at Lewis-Clark State College and to serve an advocacy role for vocational- 35 technical programs at the college. Members of the council will serve without 36 salary but shall be compensated as provided by section 59-509(b), Idaho Code. 37 Members of the council shall be appointed as follows: one (1) member shall be 38 a representative of the student government of Lewis-Clark State College and 39 shall be appointed by the student government for a term of one (1) year; two 40 (2) members shall be appointed by the county commissioners of Adams, Clearwa- 41 ter, Idaho, Latah, Lewis, Nez Perce and Valley counties; two (2) members shall 42 be appointed by the governor and shall be as nearly as is practicable a resi- 43 dent of the vocational area served by Lewis-Clark State College; and two (2) 44 members shall be appointed from the membership of the vocational-technical 45 association. Of the members first appointed, except the appointee of student 46 government, each of the appointing authorities shall designate one (1) member 47 appointed for a one (1) year term and one (1) member appointed for a two (2) 48 year term, and thereafter, all terms shall be for two (2) years. ADVISORY COUNCIL -- IDAHO STATE UNIVERSITY. There is hereby 5 established an advisory council for vocational education at Idaho State Uni- 6 versity consisting of seven (7) persons to offer counsel and advice in the 7 organization, establishment and conduct of the vocational education programs 8 at Idaho State University and to serve an advocacy role for vocational- 9 technical programs at the university. Members of the council will serve with- 10 out salary but shall be compensated as provided by section 59-509(b), Idaho 11 Code. That Chapter 22, Title 33, Idaho Code, be, and the same is 27 hereby amended by the addition thereto of a NEW SECTION , to be 28 known and designated as Section 33-2216, Idaho Code, and to read as follows: 29 33-2216. ADVISORY COUNCIL -- DUTIES. The advisory council at each insti- 30 tution shall be responsible to confer with the administration on the general 31 management and governance of the vocational education program at the institu- 32 tion. This shall include advice on the scope of the vocational program of the 33 institution including an ongoing assessment of the program content including 34 both academic and vocational components, the need for additional programs or 35 courses, future costs and expectations for the program, and evaluation of the 36 unmet needs in the service area. In addition to conferring with the president 37 of the institution, the advisory council shall report annually to the germane 38 committees of the legislature, the state board of education and the governor.
STATEMENT OF PURPOSE RS08900 This Legislation would create advisory boards for Idaho State University, Boise State University, Lewis-Clark State College, and Eastern Idaho Technical College. Each board would advise the institution president on the operation and scope of offering for the vocational education portion of the institution. They also would report annually to the Legislature and the State Board of Education. FISCAL NOTE Approximately $1,000.00 per year for each institution. CONTACT: Rep. Douglas R.
