H0327|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fifth Legislature First Regular Session - 1999IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 327 BY APPROPRIATIONS COMMITTEE 1 AN ACT 2 APPROPRIATING MONEYS FOR THE IDAHO SCHOOL FOR THE DEAF AND THE BLIND FOR FIS- 3 CAL YEAR 2000; LIMITING THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS; RE- 4 APPROPRIATING CERTAIN UNEXPENDED AND UNENCUMBERED BALANCES; AND SETTING 5 FORTH CONDITIONS FOR THE REAPPROPRIATION. 6 Be It Enacted by the Legislature of the State of Idaho: 7 SECTION 1. There is hereby appropriated to the State Board of Education 8 for the Idaho School for the Deaf and the Blind the following amounts, to be 9 expended from the listed funds for the period July 1, 1999, through June 30, 10 2000: 11 FROM: 12 General Fund $6,372,300 13 Idaho School for the Deaf and the Blind Income Fund 186,000 14 Federal Grant Fund 117,000 15 Miscellaneous Revenue Fund 93,100 16 TOTAL $6,768,400 17 SECTION 2. In accordance with Section 67-3519, Idaho Code, the Idaho 18 School for the Deaf and the Blind is authorized no more than one hundred 19 twenty and fifty-two hundredths (120.52) full-time equivalent positions at any 20 point during the period July 1, 1999, through June 30, 2000, unless specifi- 21 cally authorized by the Governor. The Joint Finance-Appropriations Committee 22 will be notified promptly of any increased positions so authorized. 23 SECTION 3. There is hereby reappropriated to the State Board of Education 24 for the Idaho School for the Deaf and the Blind, subject to the provisions of 25 Section 4 of this act, the unexpended and unencumbered balance of any funds 26 appropriated by Section 1, Chapter 365, Laws of 1998, to be used for nonrecur- 27 ring expenditures only for the period July 1, 1999, through June 30, 2000. 28 SECTION 4. The General Fund reappropriation granted in Section 3 of this 29 act shall be subject to the following provisions: 30 (1) If the unexpended and unencumbered balance in the General Fund on 31 June 30, 1999, is zero, the reappropriation granted in Section 3 of this act 32 is hereby declared to be null and void. 33 (2) If the unexpended and unencumbered balance in the General Fund on 34 June 30, 1999, is greater than zero but less than the total General Fund re- 35 appropriation authority granted to all state agencies, the amount reappropri- 36 ated in Section 3 of this act shall be in the proportion that the reappropria- 37 tion for the Idaho School for the Deaf and the Blind bears to the total Gen- 38 eral Fund reappropriation authority granted to all state agencies.
