                               BY APPROPRIATIONS COMMITTEE

 1                                        AN ACT
 2    APPROPRIATING MONEYS FOR THE STATE LIQUOR DISPENSARY FOR FISCAL YEAR 2000; AND
 3        LIMITING THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS.

 4    Be It Enacted by the Legislature of the State of Idaho:

 5        SECTION 1.  There is hereby appropriated to the Office of the Governor for
 6    the State Liquor Dispensary the following amounts, to be expended according to
 7    the designated expense classes from the listed fund for  the  period  July  1,
 8    1999, through June 30, 2000:

12    Capital Outlay                                             318,200

16        SECTION  2.  In  accordance  with  Section  67-3519, Idaho Code, the State
17    Liquor Dispensary is authorized no more than one hundred forty-two (142) full-
18    time equivalent positions at any point during the period July 1, 1999, through
19    June 30, 2000, for the program specified in Section 1 of this act, unless spe-
20    cifically authorized by the Governor. The Joint Finance-Appropriations Commit-
21    tee will be notified promptly of any increased positions so authorized.

This is the fiscal year 2000 appropriation for the State Liquor Dispensary, in the Office
of the Governor, in the amount of $8,911,400.

This is the fiscal year 2000 appropriation for the State Liquor Dispensary, in the amount
of $8,911,400.  This budget removes $451,700 in one-time fiscal year 1999 money from the
fiscal year 2000 budget.  This budget includes $215,700 for Replacement Items, and
$48,600 for Non-Standard Adjustments, which includes $40,000 for increased rent at state
liquor stores, and $8,600 for increased State Controller fees.  There is also 3% funding
for Change in Employee Compensation (CEC).  Three enhancements are provided in this
budget.  The first includes $138,400 to open a new state liquor store.  The new store
will be located either in Boise or Post Falls.  The second enhancement transfers $36,200
from operating expenditures to personnel costs, and increases the FTP cap by 2.0 FTP.
The final enhancement provides $25,000 for the relocation costs of moving the state
liquor store currently located at Cole and Ustick in Boise to a location further west, in
order to serve the growing population in West Boise.
