 1                                        AN ACT
 2    EXPRESSING LEGISLATIVE INTENT; APPROPRIATING MONEYS TO THE DIVISION OF  BUILD-
 3        ING  SAFETY  FOR  FISCAL  YEAR  2000; AND LIMITING THE NUMBER OF FULL-TIME
 4        EQUIVALENT POSITIONS.

 5    Be It Enacted by the Legislature of the State of Idaho:

 6        SECTION 1.  It is legislative intent that the expenditures for  the  Divi-
 7    sion  of  Building  Safety  in  the  Department of Self-Governing Agencies not
 8    exceed the following amount for the period July  1,  1999,  through  June  30,
 9    2000:

24        SECTION  3.  In  accordance with Section 67-3519, Idaho Code, the Division
25    of Building Safety in the Department of Self-Governing Agencies is  authorized
26    no  more  than  one  hundred  nine (109) full-time equivalent positions at any
27    point during the period July 1, 1999, through June 30, 2000, for the  programs
28    specified in Section 2 of this act, unless specifically authorized by the Gov-
29    ernor. The Joint Finance-Appropriations Committee will be notified promptly of
30    any increased positions so authorized.

                                                HB341

This is the fiscal year 2000 appropriation for the Division of Building Safety.  The
Division of Building Safety is located in the Department of Self-Governing Agencies.

COMMENTS:
This is the fiscal year 2000 appropriation for the Division of Building Safety in the
amount of $7,184,100.
The Division of Building Safety is located in the Department of Self-Governing Agencies.
It performs most of the activities of the former Department of Labor & Industrial
Services, which was dismantled by the 1996 Legislature.  It is comprised of two programs:
Administration and Building Safety.  Ninety-eight percent of its funding comes from
dedicated or other funds.  The remainder comes from a small federal grant.  The Division
of Building Safety receives no General Fund money.

Two  enhancements were funded.  The first provides $279,500 for the Plumbing Bureau to
hire 3 plumbing inspectors and 2 clerical specialists.  The second provides the
Electrical Bureau with $99,200 to hire 3 electrical license inspectors.
This appropriation also limits the department's number of full-time positions for FY
2000.
