                           SENATE CONCURRENT RESOLUTION NO. 103

 1                               A CONCURRENT RESOLUTION
 2    STATING FINDINGS OF THE LEGISLATURE, INSTRUCTING THAT THE SECRETARY  OF  STATE
 3        MAKE  PROVISION TO SUBMIT A QUESTION TO THE ELECTORS OF THE STATE OF IDAHO
 4        AT THE GENERAL ELECTION IN NOVEMBER 2000, FOR AN ADVISORY  VOTE  REGARDING
 5        AN  INCREASE  IN  THE SALES TAX AND DEDICATING THE ADDITIONAL REVENUES FOR
 6        CONSTRUCTION OF ELEMENTARY AND SECONDARY  PUBLIC  SCHOOL  FACILITIES,  AND
 7        DIRECTING THE SECRETARY OF STATE TO PUBLISH THE QUESTION.

 8    Be It Resolved by the Legislature of the State of Idaho:

 9        WHEREAS,  the Legislature finds it is necessary for the health, safety and
10    general welfare of students that the state promote  adequate  and  appropriate
11    educational facilities; and
12        WHEREAS,  the Legislature recognizes the significant school facility needs
13    documented to exist throughout the state; and
14        WHEREAS, the Legislature recognizes the difficulties involved in approving
15    local school district bond proposals, especially in small districts  with  new
16    growth; and
17        WHEREAS,  the  Legislature finds and declares that members of the Legisla-
18    ture desire to be responsive and responsible to the citizens of the state.
19        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
20    of the Fifty-fifth Idaho Legislature, the Senate and the House of  Representa-
21    tives  concurring  therein,  that we find it to be in the public interest that
22    the following advisory question be submitted to the electorate at the  general
23    election in November 2000:
24        "Shall  the  Legislature  of the State of Idaho increase the sales tax and
25    dedicate the additional revenues for construction of elementary and  secondary
26    public school facilities?".
27        BE  IT  FURTHER RESOLVED that the Secretary of State is hereby directed to
28    provide that the question be placed on the ballot at the general  election  in
29    November 2000.
30        BE  IT  FURTHER RESOLVED that the Secretary of State is hereby directed to
31    publish this question as provided by law for publication  of  proposed  amend-
32    ments to the Constitution of the State of Idaho.

                      STATEMENT OF PURPOSE

The purpose of this legislation is to submit a question to the electors of the State of
Idaho at the general election in November 2000, for an advisory vote regarding an
increase in the sales tax and dedicating the additional revenues for construction of
elementary and secondary public school facilities.

                           FISCAL NOTE

As estimated by the Secretary of State's office, this vote will cost the General Fund and
the counties of the State of Idaho a total of approximately $45,000.
