providing that the members of the Senate will read to young children in the
Capitol Rotunda for fifteen minutes on March 2, 1999, and declaring that

                                SENATE RESOLUTION NO. 104

                                BY STATE AFFAIRS COMMITTEE

 1                                 A SENATE RESOLUTION
 2    DECLARING THE IMPORTANCE OF READING TO CHILDREN AND DECLARING A RECESS IN  THE
 3        BUSINESS  OF  THE SENATE AT A TIME CERTAIN ON A DATE CERTAIN WHEN LEGISLA-
 4        TORS WILL READ TO YOUNG CHILDREN FOR A PERIOD OF FIFTEEN  MINUTES  IN  THE
 5        ROTUNDA OF THE CAPITOL BUILDING.

 6    Be It Resolved by the Senate of the State of Idaho:

 7        WHEREAS,  the  Senate  believes  that achieving the goal of teaching every
 8    child to read by the end of the third grade is among our state's  most  impor-
 9    tant priorities; and
10        WHEREAS, reading research tells us that children who can read successfully
11    are dramatically less likely to drop out of school or end up in prison; and
12        WHEREAS, experts agree that children need to be motivated to read and that
13    the  model of family and other adults reading to them sends a powerful message
14    about the importance of reading; and
15        WHEREAS, the Idaho Legislature has received a report from its early  read-
16    ing study committee identifying the importance of parents, educators and other
17    adults reading to our children; and
18        WHEREAS, the Idaho Legislature believes that assisting the children in our
19    state  to  become successful adults by learning to read at an early age should
20    be a focus of this legislative session; and
21        WHEREAS, March 2, 1999, is the 95th birthday of Dr. Seuss, the  well-known
22    author of children's books; and
23        WHEREAS, the Idaho Legislature believes there is no other more appropriate
24    day to encourage Idahoans to read to all the children in our state.
25        NOW,  THEREFORE, BE IT RESOLVED by the members of the Senate, assembled in
26    the First Regular Session of the Fifty-fifth Idaho Legislature, that on  Tues-
27    day,  March  2, 1999, members of the Idaho Senate will recess into the rotunda
28    of the Idaho State Capitol where legislators will read to young children for a
29    period of fifteen minutes; and
30        BE IT FURTHER RESOLVED that by committing ourselves to  and  participating
31    in  this  activity,  the Idaho Legislature does hereby invite all other public
32    officials in our great state to plan  activities  which  will  give  them  the
33    opportunity to read to children for at least fifteen minutes on this same day;
34    and
35        BE  IT  FURTHER RESOLVED that the importance of this day and these activi-
36    ties should be memorialized by declaring March 2,  1999,  "Read  Across  Idaho
37    Day"; and
38        BE  IT  FURTHER  RESOLVED that believing that reports of such events which
39    are carried throughout our state can significantly further the cause of reach-
40    ing our common goal of ensuring every child can read,  the  Idaho  Legislature
41    does  hereby invite the media of our state to assist in communicating the mes-
42    sage of the significance of adults reading to children by  reporting  on  this
43    historical  moment in legislative history when for fifteen minutes, every leg-
44    islative member of the Idaho Senate will set aside the other business of  gov-

 1    ernment  to  participate  in this single activity on behalf of all children in
 2    the great state of Idaho.

                       STATEMENT OF PURPOSE

 THE PURPOSE OF THIS LEGISLATION IS TO UNDERSCORE THE IMPORTANCE
 OF ADULTS READING TO CHILDREN BY DECLARING MARCH 2, 1999, "READ
  ACROSS IDAHO DAY". THE MEMBERS OF THE IDAHO SENATE WILL RECESS
  INTO THE ROTUNDA OF THE IDAHO STATE CAPITOL AND READ TO YOUNG
     CHILDREN FOR FIFTEEN MINUTES AND INVITE ALL OTHER PUBLIC
    OFFICIALS IN THE STATE TO PLAN AND PARTICIPATE IN SIMILAR
                           ACTIVITIES.

NO FISCAL IMPACT TO THE STATE OF IDAHO.
