                               BY APPROPRIATIONS COMMITTEE

 1                                        AN ACT
 2    APPROPRIATING ADDITIONAL MONEYS  TO THE DEPARTMENT OF COMMERCE FOR FISCAL YEAR
 3        1999; TRANSFERRING MONEYS FROM  THE  INEEL  SETTLEMENT  FUND;  AUTHORIZING
 4        ADDITIONAL FULL-TIME EQUIVALENT POSITIONS; AND DECLARING AN EMERGENCY.

 5    Be It Enacted by the Legislature of the State of Idaho:

 6        SECTION  1.  In  addition  to the appropriation made in Section 1, Chapter
 7    36, Laws of 1998, there is hereby appropriated to the Department  of  Commerce
 8    the  following  amounts  to  be  expended according to the designated standard
 9    classifications from the listed funds for the period  July  1,  1998,  through
10    June 30, 1999:

19        SECTION  2.  The  State  Controller is hereby directed to transfer $55,700
20    from the INEEL Settlement Fund to the Department of  Commerce's  Miscellaneous
21    Revenue Fund.

22        SECTION  3.  In  addition to the full-time equivalent positions authorized
23    in Section 2, Chapter 36, Laws of 1998, the Department of Commerce  is  hereby
24    authorized an additional two (2) full-time equivalent positions for a total of
25    no  more than fifty-four (54) full-time equivalent positions at any point dur-
26    ing the period July 1, 1998, through June 30, 1999, unless specifically autho-
27    rized by the Governor. The  Joint  Finance-Appropriations  Committee  will  be
28    notified promptly of any increased positions so authorized.

29        SECTION  4.  An  emergency  existing  therefor,  which emergency is hereby
30    declared to exist, this act shall be in full force and effect on and after its
31    passage and approval.

Statement of Purpose / Fiscal Impact



                                         STATEMENT OF PURPOSE

                                                 HB117

This Fiscal Year 1999 supplemental appropriation provides an additional $122,300 to the
Department of Commerce to promote economic development.  Of the $122,300, there is $66,600
from the General Fund, and $55,700 from the INEEL Settlement Fund.  The General Fund portion
will go to funding a new position to promote Idaho's products and interests, and may involve
opening an office in Washington D.C..  The INEEL Settlement Fund portion will go to funding a
 new position to promote the establishment of a spaceport facility at the INEEL site in
southeast Idaho.
