                            HOUSE CONCURRENT RESOLUTION NO. 1

 1                               A CONCURRENT RESOLUTION
 2    AUTHORIZING THE DEPARTMENT OF HEALTH AND WELFARE, IDAHO STATE SCHOOL AND  HOS-
 3        PITAL, TO ENTER INTO AGREEMENTS WITH THE IDAHO STATE BUILDING AUTHORITY TO
 4        FINANCE CONSTRUCTION OF A LIVING FACILITY.

 5    Be It Resolved by the Legislature of the State of Idaho:

 6        WHEREAS, the Department of Health and Welfare, Idaho State School and Hos-
 7    pital,  a licensed intermediate care facility for persons with mental retarda-
 8    tion, is required to provide services, programs, and living  facilities  which
 9    will enhance the client's self-sufficiency, and provide for their health needs
10    and personal development in a safe and secure environment; and
11        WHEREAS, the clients now being admitted are the most difficult cases with-
12    out  other options for care in the private sector because they are too danger-
13    ous and aggressive or their medical needs are too complex and demanding; and
14        WHEREAS, the Department of Health and Welfare, Idaho State School and Hos-
15    pital, commissioned an  architectural  study  which  determined  the  need  to
16    replace  two  functionally  obsolete buildings which house the majority of the
17    clients with a new seventy-five bed living facility that meets  current  stan-
18    dards  established for this type of facility, together with infrastructure and
19    site improvements to accommodate and enhance service to  clients  now  served;
20    and
21        WHEREAS,  it  is  imperative and necessary that this facility be placed in
22    service at the earliest possible time to meet the public need.
23        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
24    of the Fifty-fifth Idaho Legislature, the House  of  Representatives  and  the
25    Senate concurring therein, that the Legislature hereby authorizes and provides
26    approval  for  the Department of Health and Welfare to enter into an agreement
27    or agreements with the Idaho State Building Authority, under  such  terms  and
28    conditions  as may be reasonable and necessary, to provide such facilities and
29    financing thereof on the site of the existing campus of the Idaho State School
30    and Hospital.
31        BE IT FURTHER RESOLVED  that  this  Resolution  constitutes  authorization
32    required by the provisions of Section 67-6410, Idaho Code.

                       STATEMENT OF PURPOSE

                             RS 08459

To replace two functionally obsolete buildings at Idaho State
School and Hospital which house the majority of the clients, with
a new 75 bed living facility that meets current standards
established for this type of facility; together with
infrastructure and site improvements to accommodate and enhance
service to clients now served.






                           FISCAL NOTE


Total projected cost:         $12,500,000

Annual Lease Payment     $    889,500  for 25 years less $103,000
                              annual cost savings.


General fund portion:    $    235,900

Matching Federal Funds:  $    550,600
