HCR020|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fifth Legislature First Regular Session - 1999IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 20 BY EDUCATION COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE AND AUTHORIZING THE LEGISLATIVE COUNCIL TO 3 APPOINT A COMMITTEE TO UNDERTAKE AND COMPLETE A STUDY OF THE ADEQUACY OF 4 FUNDING FOR GIFTED AND TALENTED EDUCATION SERVICES IN THE PUBLIC SCHOOL 5 SYSTEM AND TO DEVELOP ALTERNATIVES TO PROVIDE THE AMOUNT OF FUNDING DETER- 6 MINED TO BE NEEDED. 7 Be It Resolved by the Legislature of the State of Idaho: 8 WHEREAS, the Legislature of the State of Idaho has recognized the need for 9 services to gifted and talented students through the mandates adopted in state 10 law; and 11 WHEREAS, gifted and talented programs have not received dedicated state 12 funding; and 13 WHEREAS, without funding support, thirty-nine school districts, or one- 14 third of the districts in the state, do not employ certified personnel to pro- 15 vide recognized services to gifted and talented students; and 16 WHEREAS, even though students spend the vast majority of their time in 17 the regular classroom, teacher certification in Idaho requires no training in 18 meeting needs of gifted and talented students; and 19 WHEREAS, Idaho has the potential to identify seven percent and perhaps at 20 maximum ten percent of the student population as gifted and talented when all 21 five mandated talent areas are addressed, the state is currently identifying 22 and serving at best three and four-tenths percent. Nationally, seven percent 23 of the students are identified and served by gifted and talented programs; and 24 WHEREAS, gifted and talented students whose needs go unmet are at greater 25 risk of dropping out of school, misdiagnosis of learning and behavioral disor- 26 ders, and underachievement; and 27 WHEREAS, the Legislature recognizes that gifted and talented students 28 should be served in a regular classroom when possible, the Legislature also 29 recognizes that these students need the opportunity to: 30 - Learn at a faster rate; 31 - Interact with intellectual peers; 32 - Be presented with new, advanced and challenging ideas and concepts 33 instead of material they have already mastered; 34 - Pursue interests that are beyond the ability of age peers, are outside 35 of the grade level curriculum, or involve areas as yet unexplored or 36 unknown; 37 - Question generalizations, offer alternative solutions, and value complex 38 and profound levels of thought; 39 - Develop problem solving and creative and critical thinking skills; and 40 WHEREAS, only two-tenths percent of the dollars spent for education are 41 spent on gifted and talented education, despite an estimated population that 42 comprises seven percent of the total. 43 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 44 of the Fifty-fifth Idaho Legislature, the House of Representatives and the 2 1 Senate concurring therein, that the Legislative Council is authorized to 2 appoint a committee to undertake and complete a study of the adequacy of fund- 3 ing for gifted and talented education services in the public school system and 4 to develop alternatives to provide the amount of funding determined to be 5 needed. The Legislative Council shall determine the number of legislators and 6 membership from each house appointed to the committee and shall authorize the 7 committee to receive input, advice and assistance from interested and affected 8 parties who are not members of the Legislature. 9 BE IT FURTHER RESOLVED that nonlegislative members of the committee may be 10 appointed by the cochairs of the committee who are appointed by the Legisla- 11 tive Council. Nonlegislative members of the advisory committee shall not be 12 reimbursed from legislative funds for per diem, mileage or other expenses and 13 shall not have voting privileges regarding the committee's recommendations or 14 proposed legislation. 15 BE IT FURTHER RESOLVED that the committee shall report its findings, rec- 16 ommendations and proposed legislation, if any, to the Second Regular Session 17 of the Fifty-fifth Idaho Legislature.

STATEMENT OF PURPOSE
RS 09081
This resolution requests that the Legislative Council appoint a
committee to undertake and complete a study of the adequacy of
funding for gifted and talented services in the public school
system. The committee should develop alternative recommendations
to provide the amount of funding determined to be needed.
FISCAL NOTE
If this resolution is adopted by the Legislature and the
committee is appointed by the Legislative Council, any necessary
legislator travel and per diem expense would be paid from the
existing legislative appropriation to the Senate and the House of
Representatives. The cost is estimated at approximately $6,000.
