S1012|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fifth Legislature First Regular Session - 1999IN THE SENATE SENATE BILL NO. 1012 BY FINANCE COMMITTEE 1 AN ACT 2 APPROPRIATING ADDITIONAL MONEYS TO THE BOARD OF MEDICINE, BOARD OF NURSING AND 3 BOARD OF PHARMACY FOR FISCAL YEAR 1999; INCREASING THE NUMBER OF FULL-TIME 4 EQUIVALENT POSITIONS AUTHORIZED FOR THE BOARD OF MEDICINE IN THE DEPART- 5 MENT OF SELF-GOVERNING AGENCIES; AND DECLARING AN EMERGENCY. 6 Be It Enacted by the Legislature of the State of Idaho: 7 SECTION 1. In addition to the appropriation made in Section 1, Chapter 8 139, Laws of 1998, there is hereby appropriated to the Board of Medicine, 9 Board of Nursing and Board of Pharmacy in the Department of Self-Governing 10 Agencies the following amounts to be expended for the designated programs 11 according to the designated standard classifications from the listed fund for 12 the period July 1, 1998, through June 30, 1999: 13 A. BOARD OF MEDICINE: 14 FOR: 15 Personnel Costs $23,800 16 Capital Outlay 3,300 17 TOTAL $27,100 18 FROM: 19 State Regulatory Fund $27,100 20 B. BOARD OF NURSING: 21 FOR: 22 Operating Expenditure $31,800 23 FROM: 24 State Regulatory Fund $31,800 25 C. BOARD OF PHARMACY: 26 FOR: 27 Operating Expenses $12,000 28 Capital Outlay 7,100 29 TOTAL $19,100 30 FROM: 31 State Regulatory Fund $19,100 32 SECTION 2. In addition to the full-time equivalent positions authorized 33 in Section 2, Chapter 139, Laws of 1998, the Board of Medicine in the Depart- 34 ment of Self-Governing Agencies is authorized one (1) additional full-time 35 equivalent position for a total of no more than ten (10) full-time equivalent 36 positions at any point during the period July 1, 1998, through June 30, 1999, 37 unless specifically authorized by the Governor. The Joint Finance- 38 Appropriations Committee will be notified promptly of any increased positions 39 so authorized. 40 SECTION 3. An emergency existing therefor, which emergency is hereby 41 declared to exist, this act shall be in full force and effect on and after its 42 passage and approval.
STATEMENT OF PURPOSE
SB1012
This bill is a fiscal year 1999 supplemental for the Medical Boards in the Department of
Self-Governing Agencies. It provides the Board of Medicine with one FTP and $27,100 in
dedicated fund spending authority, the Board of Nursing with $31,800 in dedicated fund
spending authority, and the Board of Pharmacy with $19,100 in dedicated fund spending
authority. More specifically, this supplemental provides the Board of Medicine one FTP and
funding for a medical investigator position to meet the need for additional professional
investigative staff. It will provide the Board of Nursing with funding for the Program for
Recovering Nurses, a higher rent allotment, increased legal activities, and implementation of the legislation to regulate the advanced practice of professional nursing. This
supplemental will also provide the Board of Pharmacy with funding for software, programming,
and hardware for the controlled substance offender tracking and management system.
