                                   SENATE BILL NO. 1250

                                   BY FINANCE COMMITTEE

 1                                        AN ACT
 2    APPROPRIATING MONEYS TO THE OFFICE OF THE GOVERNOR FOR THE HUMAN  RIGHTS  COM-
 3        MISSION FOR FISCAL YEAR 2000; AND LIMITING THE NUMBER OF FULL-TIME EQUIVA-
 4        LENT POSITIONS.

 5    Be It Enacted by the Legislature of the State of Idaho:

 6        SECTION 1.  There is hereby appropriated to the Office of the Governor for
 7    the Human Rights Commission the following amounts, to be expended according to
 8    the  designated  expense classes from the listed funds, for the period July 1,
 9    1999, through June 30, 2000:

19        SECTION 2.  In accordance with Section  67-3519,  Idaho  Code,  the  Human
20    Rights  Commission  is  authorized  no more than ten (10) full-time equivalent
21    positions at any point during the period July 1, 1999, through June 30,  2000,
22    for the program specified in Section 1 of this act, unless specifically autho-
23    rized  by  the  Governor.  The  Joint Finance-Appropriations Committee will be
24    notified promptly of any increased positions so authorized.

This is the fiscal year 2000 appropriation to the Office of the Governor, for the Human
Rights Commission, in the amount of $713,700.

This fiscal year 2000 appropriation to the Human Rights Commission totals $713,700.  Base
Adjustments remove one-time fiscal year 1999 dollars from the fiscal year 2000 budget.
Program maintenance items include $7,200 for Replacement Items, Non-Standard Adjustments,
and 3% Change in Employee Compensation (CEC).  Non-Standard Adjustments include $9,200
for Attorney General fee increases, $600 for State Controller fee increases, and $1,300
for increased parking fees.  The Fund Shift uses General Fund money to replace $20,000 in
federal funds that the Commission no longer expects to receive.  There are no
enhancements funded in this budget.
