APPROPRIATIONS - COLLEGES AND UNIVERSITIES - Appropriates $269,408,500 to
the State Board of Education and the Board of Regents of the University of
Idaho for Boise State University, Idaho State University, Lewis-Clark State
College, the University of Idaho, and the Office of the State Board of
Education for fiscal year 2000; provides legislative intent that $75,000 of
the amount appropriated be used by the Office of the State Board of
Education for system-wide needs; provides legislative intent that
$1,600,000 be used for matching awards, research centers and
infrastructure; provides legislative intent that $1,750,000 be used for
competitive technology grants and for participation in the Western
Governor's Association Virtual University; provides intent that $500,000 be
used for teacher preparation activities; provides intent that $1,300,000 be
used for the College and University Excellence Initiative; provides
legislative intent regarding moneys received from outside sources; and
reappropriates unexpended and unencumbered fund balance.

S1273|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fifth Legislature First Regular Session - 1999IN THE SENATE SENATE BILL NO. 1273 BY FINANCE COMMITTEE 1 AN ACT 2 APPROPRIATING MONEYS FOR GENERAL EDUCATION PROGRAMS AT BOISE STATE UNIVERSITY, 3 IDAHO STATE UNIVERSITY, LEWIS-CLARK STATE COLLEGE, THE UNIVERSITY OF IDAHO 4 AND FOR THE OFFICE OF THE STATE BOARD OF EDUCATION FOR FISCAL YEAR 2000; 5 LIMITING THE AMOUNT OF THE GENERAL FUND APPROPRIATION TO BE USED BY THE 6 OFFICE OF THE STATE BOARD OF EDUCATION; ESTABLISHING AN AMOUNT OF THE GEN- 7 ERAL FUND APPROPRIATION THAT IS TO BE EXPENDED FOR RESEARCH; ESTABLISHING 8 AN AMOUNT OF THE GENERAL FUND APPROPRIATION TO BE EXPENDED FOR COMPETITIVE 9 TECHNOLOGY GRANTS AND FOR PARTICIPATION IN THE WESTERN GOVERNOR'S ASSOCIA- 10 TION VIRTUAL UNIVERSITY AND EXPRESSING LEGISLATIVE INTENT AS TO COORDINA- 11 TION WITH THE STATE COUNCIL FOR TECHNOLOGY IN LEARNING; ESTABLISHING AN 12 AMOUNT OF THE GENERAL FUND APPROPRIATION TO BE EXPENDED FOR TEACHER PREPA- 13 RATION ACTIVITIES; ESTABLISHING AN AMOUNT OF THE GENERAL FUND APPROPRIA- 14 TION TO BE EXPENDED FOR A COLLEGE AND UNIVERSITY EXCELLENCE INITIATIVE; 15 MAKING CERTAIN IDAHO CODE PROVISIONS SPECIFICALLY AVAILABLE TO THE STATE 16 BOARD OF EDUCATION AND THE BOARD OF REGENTS OF THE UNIVERSITY OF IDAHO; 17 REAPPROPRIATING ANY UNEXPENDED AND UNENCUMBERED BALANCES; AND SETTING 18 FORTH CONDITIONS FOR THE REAPPROPRIATION. 19 Be It Enacted by the Legislature of the State of Idaho: 20 SECTION 1. There is hereby appropriated to the State Board of Education 21 and the Board of Regents of the University of Idaho for Boise State Univer- 22 sity, Idaho State University, Lewis-Clark State College, the University of 23 Idaho, and the Office of the State Board of Education the following amount, to 24 be expended for the designated programs from the listed funds for the period 25 July 1, 1999, through June 30, 2000: 26 FOR: 27 General Education Programs $269,408,500 28 FROM: 29 General Fund $201,960,100 30 Agricultural College Endowment Fund 1,095,700 31 Charitable Institutions Endowment Earnings Fund 1,173,900 32 Normal School Endowment Earnings Fund 3,933,500 33 Science School Endowment Fund 3,140,400 34 University Endowment Fund 2,996,500 35 Unrestricted Current Fund 23,314,000 36 Restricted Current Fund 31,794,400 37 TOTAL $269,408,500 38 SECTION 2. Of the amount appropriated from the General Fund in Section 1 39 of this act, an amount not to exceed $75,000 shall be used by the Office of 40 the State Board of Education for system-wide needs. 41 SECTION 3. Of the amount appropriated from the General Fund in Section 1 42 of this act, $1,600,000 shall be used for matching awards, research centers, 2 1 and infrastructure, with commercial application as a goal. 2 SECTION 4. Of the amount appropriated from the General Fund in Section 1 3 of this act, $1,750,000 shall be used for a competitive grant program to fos- 4 ter innovative learning approaches using technology, and for Idaho's partici- 5 pation in the Western Governor's Association Virtual University. It is legis- 6 lative intent that these funds be expended in coordination with the State 7 Council for Technology in Learning. 8 SECTION 5. Of the amount appropriated from the General Fund in Section 1 9 of this act, $500,000 shall be used for teacher preparation activities associ- 10 ated with Idaho's Comprehensive Literacy Act as prescribed in Section 11 33-1207A, Idaho Code, as added by Section 1, House Bill No. 178, as enacted by 12 the First Regular Session of the Fifty-fifth Idaho Legislature. 13 SECTION 6. Of the amount appropriated from the General Fund in Section 1 14 of this act, $1,300,000 shall be used for the College and University Excel- 15 lence Initiative as outlined in the fiscal year 2000 executive budget recom- 16 mendation. A report on the use and success of this initiative shall be submit- 17 ted to the Joint Finance-Appropriations Committee prior to consideration of 18 the fiscal year 2001 budget. 19 SECTION 7. The provisions of Sections 67-3608, 67-3609, 67-3610 and 20 67-3611, Idaho Code, are hereby made available to the State Board of Education 21 and the Board of Regents of the University of Idaho for the period July 1, 22 1999, through June 30, 2000, the provisions of Section 67-3516(1), Idaho Code, 23 with respect to the unrestricted current fund and restricted current fund 24 only, and Section 67-3516(3) and (4), Idaho Code, notwithstanding. 25 SECTION 8. There is hereby reappropriated to the State Board of Education 26 and the Board of Regents of the University of Idaho for Boise State Univer- 27 sity, Idaho State University, Lewis-Clark State College, the University of 28 Idaho and the Office of the State Board of Education, subject to the provi- 29 sions of Section 9 of this act, the unexpended and unencumbered balance of any 30 appropriation contained in Section 1, Chapter 317, Laws of 1998, to be used 31 for nonrecurring expenditures, for the period July 1, 1999, through June 30, 32 2000. 33 SECTION 9. The reappropriation for the General Fund granted in Section 8 34 of this act shall be subject to the following provisions: 35 (1) If the unexpended and unencumbered balance in the General Fund on 36 June 30, 1999, is zero, the reappropriation for the General Fund in Section 8 37 is hereby declared to be null and void. 38 (2) If the unexpended and unencumbered balance in the General Fund on 39 June 30, 1999, is greater than zero but less than the total General Fund re- 40 appropriation authority granted to all state agencies, the amount reappropri- 41 ated in Section 8 of this act shall be in the proportion that the reappropria- 42 tion for Boise State University, Idaho State University, Lewis-Clark State 43 College, the University of Idaho and the Office of the State Board of Educa- 44 tion bears to the total General Fund reappropriation authority granted to all 45 state agencies.
