BY APPROPRIATIONS COMMITTEE
1 AN ACT
2 APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF FISH AND GAME FOR FISCAL
3 YEAR 2000; INCREASING THE NUMBER OF AUTHORIZED FULL-TIME POSITIONS; AND
4 DECLARING AN EMERGENCY.
5 Be It Enacted by the Legislature of the State of Idaho:
6 SECTION 1. In addition to the appropriation made in Section 1, Chapter
7 256, Laws of 1999, there is hereby appropriated to the Department of Fish and
8 Game the following amounts to be expended for the designated program according
9 to the designated expense classes from the listed funds for the period July 1,
10 1999, through June 30, 2000:

20 SECTION 2. In addition to the full-time positions authorized in Section
21 2, Chapter 256, Laws of 1999, the Department of Fish and Game is authorized
22 four (4) additional positions for a total of no more than five hundred (500)
23 full-time equivalent positions at any point during the period July 1, 1999,
24 through June 30, 2000, unless specifically authorized by the Governor. The
25 Joint Finance-Appropriations Committee shall be notified promptly of any posi-
26 tions so authorized.
27 SECTION 3. An emergency existing therefor, which emergency is hereby
28 declared to exist, this act shall be in full force and effect on and after its
29 passage and approval.

1. Fishery Improvements: This supplemental appropriation request would bring the department into statutory compliance with the $2.00 earmarked from each combination and fishing license which is to be used “for construction, repair and rehabilitation of state fish hatcheries, fishing lakes, or reservoirs”, as required by Idaho Code 36-107c.
2. Federal Funded Fisheries Positions: Provides federal funds for four positions including a senior fisheries biologist to work with design and construction of fish screens and diversions in the Salmon, Lemhi and Pahsimeroi drainages; a fisheries biologist and technician for the chinook captive breeding project, and a senior fisheries biologist for Dworshak Dam to evaluate an experimental strobe light kokanee project. Continued financial support of these positions is completely dependent upon 100% federal funds.
