Court for fiscal year 2001; appropriates $451,200 to the Guardian Ad Litem
Fund; and provides legislative intent that $5000 may be used to defray

duties and $1,500 to defray expenses relating to the discharge of the Court

BY APPROPRIATIONS COMMITTEE
1 AN ACT
2 APPROPRIATING MONEYS TO THE SUPREME COURT FOR FISCAL YEAR 2001; APPROPRIATING
3 MONEYS FROM THE GENERAL FUND TO THE GUARDIAN AD LITEM FUND; AND EXPRESSING
4 LEGISLATIVE INTENT WITH RESPECT TO CERTAIN EXPENDITURES.
5 Be It Enacted by the Legislature of the State of Idaho:
6 SECTION 1. There is hereby appropriated to the Supreme Court, the follow-
7 ing amounts, to be expended from the listed funds for the period July 1, 2000,
8 through June 30, 2001:

11 Guardian Ad Litem Fund 474,500
12 ISTARS Technology Fund 1,807,100
13 Federal Grant Fund 412,700
14 Miscellaneous Revenue Fund 305,000
15 TOTAL $25,345,500
16 SECTION 2. There is hereby appropriated $451,200 from the General Fund to
17 be deposited in the Guardian Ad Litem Fund for the period July 1, 2000,
18 through June 30, 2001.
19 SECTION 3. It is legislative intent that of the amount appropriated in
20 Section 1 of this act, an amount not to exceed $5,000 may be used in accor-
21 dance with rules set by the Supreme Court, to assist in defraying expenses
22 relating to or resulting from the discharge of the Supreme Court Justices'
23 official duties and the official duties of the Supreme Court. Further, it is
24 legislative intent that an amount, not to exceed $1,500 of the amount appro-
25 priated in Section 1 of this act, may be used in accordance with rules set by
26 the Supreme Court to assist in defraying expenses relating to or resulting
27 from the discharge of the Court of Appeals Judges' official duties and the
28 official duties of the Court of Appeals. Such moneys shall be accounted for
29 according to the provisions of Chapter 36, Title 67, Idaho Code, and Section
30 67-3516, Idaho Code.

This is the fiscal year 2001 appropriation for the Judicial Branch. The Judicial Branch includes the Idaho Supreme Court, Court of Appeals, District Courts, Magistrate Division, Law Library, Judicial Council, the Snake River Basin Adjudication, and the Guardian Ad Litem Program.

The $22,797,400 General Fund FY 2001 Appropriation in column 3 of the Fiscal Note includes the amount appropriated from the General Fund in section 1 and section 2 in this appropriation bill to the Guardian Ad Litem Fund.
(Enhancement 4) Pro-Tem Judges provides $38,000 from the General Fund to provide an additional 120 days service from retired judges to the District Courts and the Magistrates Division.
(Enhancement 6) Increased Funding for the Guardian Ad Litem provides spending authority for $23,300 of built-up interest earnings on a one-time basis for FY 2001.
