HCR041|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fifth Legislature Second Regular Session - 2000IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 41 BY HEALTH AND WELFARE COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE AND DECLARING MARCH 2000, COLORECTAL CAN- 3 CER AWARENESS MONTH. 4 Be It Resolved by the Legislature of the State of Idaho: 5 WHEREAS, colorectal cancer is the second leading cause of cancer deaths in 6 the United States; and 7 WHEREAS, it is estimated that in 1999, physicians diagnosed 400 new cases 8 of colorectal cancer in Idaho; and 9 WHEREAS, fewer than 50% of men and women above age 50 receive screenings 10 for colorectal cancer; and 11 WHEREAS, adopting a healthy diet at a young age can significantly reduce 12 the risk of developing colorectal cancer; and 13 WHEREAS, March is designated as National Colorectal Cancer Awareness month 14 and National Nutrition Awareness month and the prevention of colorectal cancer 15 is highly dependent upon dietary factors; and 16 WHEREAS, regular diagnostic screenings can prevent the disease and save 17 many lives; and 18 WHEREAS, education can help inform the public of methods of prevention and 19 symptoms for early detection of the disease. 20 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 21 sion of the Fifty-fifth Idaho Legislature, the House of Representatives and 22 the Senate concurring therein, that March 2000, is declared "Colorectal Cancer 23 Awareness Month" in Idaho and the Legislature calls upon the people of this 24 state to observe the month by learning about the prevention of colorectal can- 25 cer and by encouraging all persons age 50 and older or otherwise at high risk 26 to be screened for the disease.
STATEMENT OF PURPOSE RS09639C1 The purpose of this legislation is to declare March 2000 "Colorectal Awareness Month" in the State of Idaho. Colorectal cancer is the second leading cause of cancer death among both men and women in the United States, even though with early detection there is effective treatment available. Only half of the men and women who should be screened for this disease do so. This resolution will increase awareness of Idahoans about this important public health issue.
