STATEMENT OF PURPOSE RS09660 Relating to credit transactions, this legislation provides that a creditor or lessor who agrees to waive all or a part of a debt or payments under a lease is not transacting insurance. Nationally, there are conflicting opinions as to whether such a waiver is an insurance transaction. This legislation clarifies the law in Idaho so that there is no confusion as to the characterization of awaiver when there is a partial or total loss of the property that is the subject of the transaction.
