  1                                        AN ACT
  2    RELATING TO THE COMMISSIONERS ON UNIFORM LAWS; AMENDING SECTION 67-1701, IDAHO
  3        CODE, TO PROVIDE FOR AN ADDITIONAL COMMISSIONER; PROVIDING FOR  THE  FIRST
  4        TERM OF THE ADDITIONAL COMMISSIONER; AND DECLARING AN EMERGENCY.
                                                                        
  5    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  6        SECTION  1.  That  Section 67-1701, Idaho Code, be, and the same is hereby
  7    amended to read as follows:
                                                                        
  8        67-1701.  APPOINTMENT OF COMMISSIONERS -- QUALIFICATIONS -- VACANCIES. The
  9    governor shall appoint three four (34) commissioners, each of whom shall be  a
 10    member of the bar of this state, in good standing, who shall constitute and be
 11    known as the commission on uniform state laws, and upon the death, resignation
 12    or  refusal  to  serve  of any of the commissioners so appointed, the governor
 13    shall make an appointment to fill the vacancy so caused, such new  appointment
 14    to  be  for  the  unexpired balance of the term of the original appointee. The
 15    commission shall be within the office of the secretary of state.
                                                                        
 16        SECTION 2.  The first term of the additional commissioner shall expire  on
 17    September  30, 2001, coincident with the expiration of the terms of the exist-
 18    ing commissioners.
                                                                        
 19        SECTION 3.  An emergency existing  therefor,  which  emergency  is  hereby
 20    declared to exist, this act shall be in full force and effect on and after its
 21    passage and approval.

                       STATEMENT OF PURPOSE
                               RS 09375


     This legislation increases the number of commissioners on the Commission on Uniform
State Laws from three to four.  Commissioners are members of the Idaho State Bar who serve
without compensation, though they are reimbursed the expenses they incur in attending the
annual conferences.  Each commissioner devotes between 50 and 100 hours of his time annually
to the work of the commission, including seeking the enactment of uniform acts by the Idaho
Legislature and attending an eight day meeting of the National Conference of Commissioners on
Uniform State Laws, all as required by statute.  The work of the commission and the national
conference has significantly increased and additional demands have been placed on
commissioners to devote more time reviewing and negotiating proposed legislation with state bar
committees and other interested groups.  The size of the Idaho commission has not changed since
it was created in 1919 and is one of the smallest for states of comparable size.  An additional
commissioner will enhance the work and effectiveness of the Idaho commission.

     $2,000 per year.
