  1                                        AN ACT
  2    RELATING TO STUDENT MENTORING PROGRAMS; AMENDING CHAPTER 5,  TITLE  33,  IDAHO
  3        CODE,  BY  THE  ADDITION  OF  A NEW SECTION 33-520, IDAHO CODE, TO PROVIDE
  4        AUTHORITY TO APPOINT A DISTRICT STUDENT MENTORING PROGRAM COORDINATOR  AND
  5        APPROPRIATING MONEYS TO BE AWARDED TO APPLICANT PROGRAMS.
                                                                        
  6    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  7        SECTION  1.  That  Chapter  5,  Title  33, Idaho Code, be, and the same is
  8    hereby amended by the addition thereto of a NEW SECTION, to be known and  des-
  9    ignated as Section 33-520, Idaho Code, and to read as follows:
                                                                        
 10        33-520.  STUDENT  MENTORING  PROGRAM COORDINATOR. The board of trustees of
 11    each school district may appoint a district student mentoring program  coordi-
 12    nator  to facilitate, within that district, the use of community volunteers as
 13    mentors to students in the elementary grades of the district. The district may
 14    apply to the state department of education for necessary funds which shall  be
 15    distributed  from  the appropriations made for that purpose and shall not be a
 16    charge against the appropriations to the public schools for the education sup-
 17    port program. There is hereby appropriated to the department of education,  to
 18    be  maintained  in a segregated fund for the purpose of this section, one mil-
 19    lion dollars ($1,000,000), or so much thereof as may be necessary, for  fiscal
 20    year  2001.  The  department shall develop an application form and report form
 21    for the student mentoring program.

                STATEMENT OF PURPOSE 
                      RS 10045 
     
     The purpose of this legislation is to Amend Chapter 5, Title 33, Idaho Code, by
     the addition of a new Section 33-520, Idaho Code, to provide authority to appoint
     a District Student Mentoring Program Coordinator and to appropriate moneys to
     be awarded to applicant programs.
     
     
      
                    FISCAL IMPACT 
     
     The fiscal impact is $1,000,000 from the general fund for defined purposes of this
