Statement of Purpose / Fiscal Impact

                STATEMENT OF PURPOSE
                        RS10116

The Idaho State Capitol Building was constructed from 1905-1920.
There never has been a comprehensive restoration of the Capitol.
The Idaho State Capitol Commission is attempting to complete the
restoration of Idaho's Capitol Building in time for its centennial
celebration on July 3, 2005. In addition to other private fund-raising
efforts being pursued by the commission, this legislation would allow
the creation of a special Capitol restoration license plate to help
pay for Capitol renovations. A Capitol license plate would allow Idaho
citizens to contribute funding to the restoration of their Capitol,
and would help spread awareness throughout the state of the Capitol
restoration effort.

                        FISCAL NOTE

This bill has no fiscal impact on the general fund. Based on previous
experience with the Timber and Wildlife special plate programs, it is
estimated that a specially designed Capitol license plate would raise
between $100,000 and $150,000 per year for Capitol restoration efforts.
This figure does not include the $10 from each fee to cover ITD's cost
of administration.
