  1                                        AN ACT
  2    APPROPRIATING MONEYS FOR THE MILITARY DIVISION FOR FISCAL YEAR 2000,  FOR  THE
  3        PURPOSE  OF  PROVIDING A CONTRIBUTION FROM THE STATE OF IDAHO TO THE WOMEN
  4        IN MILITARY SERVICE FOR AMERICA MEMORIAL; AND DECLARING AN EMERGENCY.
                                                                        
  5    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  6        SECTION 1.  There is hereby appropriated from  the  General  Fund  to  the
  7    Office  of the Governor for the Military Division for trustee and benefit pay-
  8    ments for the period July 1, 1999, through June 30, 2000, the sum  of  $5,300,
  9    representing  one  dollar for every Idaho woman who has served and was serving
 10    in the military as of July 1, 1999, for the purpose of providing  a  contribu-
 11    tion  from  the  state  of  Idaho to the Women in Military Service for America
 12    Memorial. The memorial, located at the gateway to Arlington National Cemetery,
 13    was dedicated in October 1997, to honor the almost two million women who  have
 14    served this nation with distinction in the military, beginning with the Ameri-
 15    can  Revolution.  The  memorial's education center provides the first complete
 16    documentation of the history of all women who have served in the military.  It
 17    is the intent of the Idaho Legislature that this contribution be made in trib-
 18    ute  to  Idaho's women veterans. The state of Idaho will be permanently recog-
 19    nized in the memorial for its contribution, along with all but two states  who
 20    have yet to contribute.
                                                                        
 21        SECTION  2.  An  emergency  existing  therefor,  which emergency is hereby
 22    declared to exist, this act shall be in full force and effect on and after its
 23    passage and approval.

                STATEMENT OF PURPOSE 
                      RS 10209 
     
     The WOMEN IN MILITARY SERVICE FOR AMERICA MEMORIAL, at
     Arlington National Cemetery, which salutes the almost two million women who
     have served our country with distinction, beginning with the American
     Revolution, was dedicated in 1997. As a means of honoring the 5300 Idaho
     women that have served, or are serving, in the military, it is the intent of this
     legislation to donate one dollar ($1.00) from the State of Idaho for each one of
     these women, and add Idaho to the other forty-seven states that have already
     contributed funds to the memorial.
