  1                                        AN ACT
  2    RELATING TO TEACHER PREPARATION; AMENDING SECTION  33-1207A,  IDAHO  CODE,  TO
  3        REVISE  REQUIREMENTS  FOR  CERTAIN  CERTIFICATED  EMPLOYEES TAKING A STATE
  4        APPROVED READING INSTRUCTION COURSE TITLED "IDAHO  COMPREHENSIVE  LITERACY
  5        COURSE" AND TO REVISE PROCEDURES; AND DECLARING AN EMERGENCY.
                                                                        
  6    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  7        SECTION  1.  That Section 33-1207A, Idaho Code, be, and the same is hereby
  8    amended to read as follows:
                                                                        
  9        33-1207A.  TEACHER PREPARATION. (1)  Higher  Education  Institutions.  The
 10    state  board  shall review teacher preparation programs at the institutions of
 11    higher education under their supervision and  shall  assure  that  the  course
 12    offerings  and  graduation  requirements  are  consistent with the state board
 13    approved, research based "Idaho Comprehensive Literacy Plan."  To  assure  the
 14    most immediate compliance with this requirement, the board may allocate funds,
 15    subject  to  appropriation, to institutions which require revision of the pro-
 16    gram.
 17        The state board shall be responsible  for  the  development  of  a  single
 18    preservice  assessment  measure  for  all kindergarten through grade eight (8)
 19    teacher preparation programs. The assessment must include a  demonstration  of
 20    teaching  skills and knowledge congruent with current research on best reading
 21    practices. In addition the assessment must include how children  acquire  lan-
 22    guage;  the  basic  sound  structure  of  English,  including phonological and
 23    phonemic awareness; phonics and structural analysis; semantics and syntactics;
 24    how to select reading textbooks; and how to use diagnostic tools and test data
 25    to improve teaching. It shall also include the preservice teacher's  knowledge
 26    base  of  reading process: phonological awareness; sound-symbol correspondence
 27    (intensive, systematic phonemes); semantics  (meaning);  syntax  (grammar  and
 28    language patterns); pragmatics (background knowledge and life experience); and
 29    comprehension and critical thinking. By September 2002, all teacher candidates
 30    shall  pass  this  assessment  as  part of the graduation requirements from an
 31    Idaho teacher preparation program. The state board shall report the number  of
 32    preservice  teachers  taking and passing the performance-based reading assess-
 33    ment to the legislature and  governor  annually.  All  costs  associated  with
 34    administration  of  this test shall be borne by the institution which adminis-
 35    ters the test and shall be shown as a line item in the  appropriation  request
 36    of the institution for state reimbursement.
 37        (2)  In-service Programs. Each teacher employed in a classroom for kinder-
 38    garten  through grade eight (8), Title I, or special education and each school
 39    administrator of a school which includes kindergarten through grade eight (8),
 40    Title I, or special education shall complete three (3) credits (or  forty-five
 41    (45)  contact hours of in-service training) of a single state approved reading
 42    instruction course titled "Idaho Comprehensive Literacy Course" based  on  the
 43    state  approved research based "Idaho Comprehensive Literacy Plan" in order to

  1    recertify. Effective September 2000, the affected certificated personnel  need
  2    only  qualify  under  this  requirement once. Courses which qualify for credit
  3    shall be approved by the state department of education,. These courses and any
  4    educator who completes a state approved reading instruction  course  prior  to
  5    September  2001,  shall be deemed to have met the requirements of this subsec-
  6    tion. Completion of a state approved reading instruction  course  shall  be  a
  7    one-time  requirement  for  each  renewal of certification for those currently
  8    employed in an Idaho school district and  shall  be  included  within  current
  9    requirements  for  continuing education for renewal. The department shall pro-
 10    vide a waiver of this requirement if the applicant successfully completes  the
 11    reading  assessment  measure  developed for preservice purposes as provided in
 12    subsection (1) of this section. The department shall establish a procedure  to
 13    allow  a  waiver  of  this requirement if the applicant teaches in a secondary
 14    grade subject which does not directly involve teaching reading or writing.
 15        The board of trustees of every school district shall include in  its  plan
 16    for  in-service  training,  coursework  covering  reading  skills development,
 17    including diagnostic tools to review and adjust instruction continuously,  and
 18    the  ability  to  identify students who need special help in reading. The dis-
 19    trict plan for in-service training in reading skills shall be submitted to the
 20    state department of education for review and approval, in a  format  specified
 21    by the department.
                                                                        
 22        SECTION  2.  An  emergency  existing  therefor,  which emergency is hereby
 23    declared to exist, this act shall be in full force and effect on and after its
 24    passage and approval.

                 STATEMENT OF PURPOSE
                       RS 10158 
                           
     This bill addresses a technical problem with one of the bills passed in the previous
     session as part of the Idaho Reading Initiative. We now require teachers to pass a
     comprehensive literacy course before their next period of re-certification, unless
     they exempt out of the course. However, the test to grant the exemption is not yet
     prepared. In addition, quality literacy courses for teachers to take are not yet
     widely available across the state. This bill gives educators until September 2003
     to complete the course, so they can wait until all components of the Reading
     Initiative are in place.
