|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-sixth Legislature First Regular Session - 2001IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 153 BY BUSINESS COMMITTEE 1 AN ACT 2 RELATING TO PLUMBING SYSTEMS; AMENDING SECTION 54-2604, IDAHO CODE, TO REMOVE 3 THE EXCEPTION FOR WATER CONDITIONING EQUIPMENT FROM THE DEFINITION OF 4 PLUMBING SYSTEM, TO DELETE THE DEFINITION FOR "WATER CONDITIONING EQUIP- 5 MENT" AND TO MAKE TECHNICAL CORRECTIONS. 6 Be It Enacted by the Legislature of the State of Idaho: 7 SECTION 1. That Section 54-2604, Idaho Code, be, and the same is hereby 8 amended to read as follows: 9 54-2604. PLUMBING SYSTEMS. (1) A plumbing system, public or private, 10 means and includes: 11 (a)pPlumbing fixtures, interconnecting system pipes and traps; 12 (b)sSoil, waste and vent pipes; 13 (c)bBuilding drains and building sewers; 14 (d)sSanitary and storm water drainage facilities; 15 (e)lLiquid waste and sewerage facilities; 16 (f)wWater supply systems and distribution and disposal pipes of any 17 premises; 18 (g)wWater treating and water using equipment attached to a plumbing sys- 19 tem;except for water conditioning equipment;and 20 (h)aAll the respective connections, devices and appurtenances of any 21 plumbing system, public or private, within or adjacent to any building, 22 residence, manufactured housing, or structure to and including a connec- 23 tion with any point of a public or private supply, distribution or dis- 24 posal system or other acceptable terminal. 25 (2)As used in this section, "water conditioning equipment" shall mean26those devices necessary to remove impurities and sediment from water.27(3)A plumbing system does not include a single service integrated fire 28 sprinkler system as defined in section 41-254, Idaho Code. 29 (43) It shall be unlawful for any person, firm, copartnership, associa- 30 tion or corporation to do, or cause to be done, whether acting as a principal, 31 agent, or employee, any construction, installation, improvement, extension or 32 alteration of any plumbing system or water conditioning equipment in any resi- 33 dence, building, or structure, or service lines thereto, in the state of 34 Idaho, without complying with the bonding provisions as provided by section 35 54-2602, Idaho Code.
STATEMENT OF PURPOSE RS 10513 The purpose of the proposed legislation is to provide for the permitting and inspection only of installations of water treatment devices to ensure the public health and safety. Water treatment installers are not currently required to be licensed, and this proposal does not change the licensing requirements. FISCAL IMPACT The fiscal impact will be relatively minor. Implementation will require additional expenditures connected with permitting, inspections, and rules promulgation. The cost of a permit and inspection is $38.00.
