|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-sixth Legislature First Regular Session - 2001IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 5 BY SMITH 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE AND DECLARING SEPTEMBER OF EVERY YEAR TO 3 BE PROSTATE CANCER AWARENESS MONTH. 4 Be It Resolved by the Legislature of the State of Idaho: 5 WHEREAS, prostate cancer is the most commonly diagnosed form of nonskin 6 cancer and the second leading cause of cancer-related deaths among men; and 7 WHEREAS, the American Cancer Society reports that there will be an esti- 8 mated 180,400 new cases of prostate cancer nationally in the year 2001, and 9 approximately 31,900 men will die from prostate cancer in the same year; and 10 WHEREAS, it is estimated that 800 men in Idaho will be newly diagnosed 11 with prostate cancer in the year 2001, and approximately 100 of these men will 12 die from prostate cancer in the same year; and 13 WHEREAS, approximately twenty-five percent of prostate cancer occurs in 14 men under the age of 65, during their prime working years, and deaths at any 15 age due to prostate cancer devastate families through lost income, lost part- 16 nership and lost support, depriving too many parents, women, children and 17 friends of a man they love; and 18 WHEREAS, men can reduce their risk of dying from prostate cancer if they 19 follow recommended screening guidelines, including examination by a health 20 care provider, and that increased awareness and use of early detection prac- 21 tices is essential to controlling prostate cancer. 22 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 23 of the Fifty-sixth Idaho Legislature, the House of Representatives and the 24 Senate concurring therein, that every year, September is hereby declared to be 25 "Prostate Cancer Awareness Month" in Idaho and the Legislature calls upon the 26 people of this state to observe the month by learning how to prevent prostate 27 cancer and how to detect it early, and by encouraging all men to be screened 28 for the disease.
STATEMENT OF PURPOSE RS 10575 This legislation would declare September to be Prostate Cancer Awareness Month. Prostate Cancer support groups have in the past gone to the Governor for a proclamation of this nature. These groups desire to have the proclamation perpetual, to facilitate their programs facilitating information, dispensing health fairs and treatment. FISCAL IMPACT None.
