  1                               A CONCURRENT RESOLUTION
  2    STATING FINDINGS OF THE LEGISLATURE AND DESIGNATING LANDS WITHIN IDAHO AS  THE
  3        IDAHO SECTION OF THE GREAT WESTERN TRAIL CORRIDOR.
                                                                        
  4    Be It Resolved by the Legislature of the State of Idaho:
                                                                        
  5        WHEREAS,  the  Great  Western  Trail  has  currently  been designated as a
  6    National Millennium Trail by the White House Millennium Council; and
  7        WHEREAS, the United States Department of Agriculture  Forest  Service  has
  8    completed a study on the possibility of designating the trail as a part of the
  9    National Trail System; and
 10        WHEREAS,  further  study  is  continuing  on this concept, the appropriate
 11    routes, and appropriate governing features; and
 12        WHEREAS, designation of the trail is intended to enhance the opportunities
 13    for historical, archaeological, geologic, scenic, industrial and  agricultural
 14    points of discovery for the site visitor; and
 15        WHEREAS, some adjustments may be necessary to accommodate the wide variety
 16    of  potential  users  including  some  motorized vehicles which are not street
 17    legal and many nonmotorized modes of transportation; and
 18        WHEREAS, as representatives of the people of the state of Idaho, the  Leg-
 19    islature  wishes  to designate certain lands as the Idaho section of the Great
 20    Western Trail Corridor and to support the concept of incorporating these  por-
 21    tions in the trail which will provide something for everyone.
 22        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
 23    of  the  Fifty-sixth  Idaho  Legislature, the House of Representatives and the
 24    Senate concurring therein, that those lands in eastern Idaho lying between the
 25    Idaho and Wyoming state boundaries and a line running north and south  through
 26    areas  encompassed by Bear Lake, Caribou, Franklin, Bonneville, Madison, Teton
 27    and Fremont counties are designated the Idaho section  of  the  Great  Western
 28    Trail Corridor. It is the intent by this designation to demonstrate the inter-
 29    est of the state of Idaho in the recognition of the Great Western Trail and to
 30    prepare for further exploration of necessary statutory provisions to implement
 31    the  Trail  System without in any way impairing private property rights of the
 32    citizens.

                       STATEMENT OF PURPOSE

 STATE DESIGNATION OF GREAT WESTERN TRAIL: The purpose of this
legislation is to gain state designation of the Great Western Trail
as the Idaho segment of a trail extending from southern Arizona on
the south to the Canadian border on the north.  State designation
of this trail is a first and important step toward gaining national
recognition of the Great Western Trail and the addition of that
trail to the National Trail System.     
     FISCAL IMPACT
                                

None: There will be no additional cost to the State of Idaho.  The
trail is currently being maintained from state funds received from
snowmobile registration.  It is expected that the designation of
this trail will have a positive impact to the tourism industry in
all of Eastern Idaho.
