administrative rules that would have incorporated by reference

published in the Idaho Administrative Code. It also would reject
certain sections of the State Board of Education s achievement
standards for grades K-8, while allowing the remaining sections
to go into effect and to be incorporated by reference, but with
the understanding that the State Board will begin rulemaking to
place K 8 standards in the Idaho Administrative Code.
