|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-sixth Legislature First Regular Session - 2001IN THE SENATE SENATE BILL NO. 1125 BY COMMERCE AND HUMAN RESOURCES COMMITTEE 1 AN ACT 2 RELATING TO THE EMPLOYMENT SECURITY LAW; AMENDING CHAPTER 13, TITLE 72, IDAHO 3 CODE, BY THE ADDITION OF A NEW SECTION 72-1365A, IDAHO CODE, TO PROVIDE 4 ADDITIONAL UNEMPLOYMENT BENEFITS TO QUALIFYING INDIVIDUALS FOR CERTAIN 5 MONTHS; DECLARING AN EMERGENCY, PROVIDING A RETROACTIVE EFFECTIVE DATE AND 6 PROVIDING A SUNSET CLAUSE. 7 Be It Enacted by the Legislature of the State of Idaho: 8 SECTION 1. That Chapter 13, Title 72, Idaho Code, be, and the same is 9 hereby amended by the addition thereto of a NEW SECTION, to be known and des- 10 ignated as Section 72-1365A, Idaho Code, and to read as follows: 11 72-1365A. ADDITIONAL BENEFITS FOR LIGHTS AND HEAT. (1) In addition to any 12 other benefits for which an unemployed individual is eligible, the individual 13 shall receive an additional ten dollars ($10.00) per week for weeks in the 14 months of December 2000, and January, February, March and December 2001, if 15 the individual was eligible to receive and lawfully received benefits from the 16 employment security fund for one (1) or more of the weeks during those months. 17 The purpose of this section is to help alleviate the increase of prices for 18 natural gas, fuel oil and electricity for heating purposes. The department is 19 hereby authorized to grant benefits retroactively to eligible individuals and 20 may utilize necessary forms and materials to accomplish the provisions of this 21 section. 22 SECTION 2. An emergency existing therefor, which emergency is hereby 23 declared to exist, this act shall be in full force and effect on and after its 24 passage and approval, and retroactively to December 1, 2000. The provisions of 25 this act shall be null, void and of no force and effect on and after February 26 1, 2002.
STATEMENT OF PURPOSE RS 10949 This bill will provide one-time assistance to unemployed workers to help pay for the extraordinary increases in utility bills this winter. The measure will add $10 a week to an unemployed worker s unemployment benefit solely for the months of December, 2000, January, February, March and December, 2001. The bill has an emergency clause to go into effect immediately and retroactively to December,2000. The bill expires on February 1, 2002. FISCAL IMPACT Funds for this bill will come from the employment security fund, built by contributions from employers and employees. According to the Idaho Department of Labor, the payments for the five-month period will total $1,086,965. The DOL will incur additional costs for administration of the extra benefits.
