2 APPROPRIATING MONEYS FOR THE IDAHO EDUCATIONAL PUBLIC BROADCASTING SYSTEM FOR
3 FISCAL YEAR 2002; AND LIMITING THE NUMBER OF FULL-TIME EQUIVALENT POSI-
4 TIONS.
5 Be It Enacted by the Legislature of the State of Idaho:
6 SECTION 1. There is hereby appropriated to the State Board of Education
7 for the Idaho Educational Public Broadcasting System the following amounts, to
8 be expended according to the designated expense classes from the listed funds
9 for the period July 1, 2001, through June 30, 2002:

19 SECTION 2. In accordance with Section 67-3519, Idaho Code, the Idaho Edu-
20 cational Public Broadcasting System is authorized no more than thirty-nine
21 (39) full-time equivalent positions to be funded by the appropriation in Sec-
22 tion 1 of this act, at any point during the period July 1, 2001, through June
23 30, 2002, unless specifically authorized by the Governor. The Joint Finance-
24 Appropriations Committee will be notified promptly of any increased positions
25 so authorized.

This is the Fiscal Year 2002 appropriation for Idaho Public Television.

This appropriation includes standard funding for personnel benefit cost rollups, 1.5% inflation, and 4.5% Change in Employee Compensation (CEC). Replacement Items include $19,500 for a new vehicle. Non-Standard Adjustments include $30,600 for increased transmission power costs, $3,100 for State Controller fees, a $900 reduction in State Treasurer fees, and a $5,400 reduction in Attorney General fees. Annualizations include funding for the full annual cost of a new position that was partially funded for FY 2001.
There are two enhancements in this budget. The first provides funding for a Digital TV Engineer position and the requisite 4×4 vehicle. This position would be hired in the winter or spring of 2002. The second enhancement provides funding for the second phase (out of three) of Public Television’s upgrade to digital television. The second phase will involve upgrading transmission towers in Pocatello, Moscow, and Coeur d’Alene.
