  1                               A CONCURRENT RESOLUTION
  2    AUTHORIZING THE STATE DEPARTMENT OF WATER RESOURCES TO ENTER  INTO  AGREEMENTS
  3        WITH  THE  IDAHO STATE BUILDING AUTHORITY TO FINANCE THE CONSTRUCTION OF A
  4        NEW OFFICE BUILDING IN BOISE, IDAHO, FOR THE  IDAHO  DEPARTMENT  OF  WATER
  5        RESOURCES.
                                                                        
  6    Be It Resolved by the Legislature of the State of Idaho:
                                                                        
  7        WHEREAS,  the  mission  of  the  Idaho Department of Water Resources is to
  8    serve the people of Idaho and protect their welfare by ensuring that water and
  9    energy are conserved and available for the sustainability of Idaho's  economy,
 10    ecosystems and resulting quality of life; and
 11        WHEREAS,  the  Department  of  Water  Resources  is in need of a centrally
 12    located, efficiently designed and building code compliant main office facility
 13    that would allow it to more effectively carry out its mission; and
 14        WHEREAS, it is in the best interest of  the  state  for  the  Idaho  State
 15    Building  Authority to provide a new office facility for use by the Department
 16    of Water Resources.
 17        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
 18    of the Fifty-sixth Idaho Legislature, the Senate and the House of  Representa-
 19    tives  concurring therein, that the Legislature hereby authorizes and provides
 20    approval for the Idaho Department of Water Resources to enter into  an  agree-
 21    ment  or  agreements with the Idaho State Building Authority, under such terms
 22    and conditions as may be reasonable and necessary, to provide for the  financ-
 23    ing  and  development  of a new office building in Boise, Idaho, for the Idaho
 24    Department of Water Resources.
 25        BE IT FURTHER RESOLVED  that  this  resolution  constitutes  authorization
 26    required by the provisions of Section 67-6410, Idaho Code.

Statement of Purpose / Fiscal Impact


    
                         STATEMENT OF PURPOSE
       
                              RS 11206
       
Authorizes the State Department of Water Resources to enter
into agreements with the State Building Authority to finance
construction and acquisition of a new main office for the State
Department of Water Resources.
       
The Department has several potential sites it is considering
for development. Location of promising sites includes the
capital mall and a water center to be developed in
collaboration with the University of Idaho and several other
water related agencies.
       
   
                              FISCAL NOTE
       
Financing the development of a new main office through cne
State Building Authority provides the opportunity for the State
Department of Water Resources to lease the facilities at
favorable lease rates and to acquire the facilities when the
financing is paid in full. Lease payments to the State
Building Authority would come from the State Department of
Water Resources general fund budget. An increase in the
Department's annual appropriation would be required until the
bonds are paid off.
       
The estimated gross building size required for the Department
is approximately 70,000 sq. ft. The size of the new facilities
will be determined based upon the number and space requirements
of all suitable occupants that may be identified. Based on
current estimates, constructed costs may approach $160/sq ft
resulting in a total cost of $11.2 million. Interest rates
based upon current market conditions for financing is estimated
to be in the range of 5 to 5.5 percent. Actual interest rates
will be determined based upon market conditions at the time of
financing.
