This legislation changes the term "reciprocity" to "endorsement",
"reciprocity" has been misused in the statute, as it usually
requires written agreements between states that agree to
"reciprocate licenses." The board has not been successful in
locating states wishing to enter into reciprocity agreements.
The board grants licenses to those licensed in other jurisdictions
through endorsement, which is a comparison of the relevant
requirements for licensure to insure compatibility with Idaho's
requirements.

The addition of "senior Psychologist" will allow the board to grant
an endorsement license to persons based on extensive experience in
another jurisdiction.

                          FISCAL IMPACT

There is no fiscal impact to the general fund or dedicated funds.
