2 STATING LEGISLATIVE FINDINGS, RECOGNIZING ACTIVITIES OF THE IDAHO CAPITOL COM-
3 MISSION, SUPPORTING THE IDAHO CAPITOL COMMISSION'S FINAL MASTER PLAN FOR
4 THE RESTORATION AND REFURBISHMENT OF THE STATE CAPITOL BUILDING, AND
5 AUTHORIZING AND PROVIDING PRIOR LEGISLATIVE APPROVAL FOR THE IDAHO CAPITOL
6 COMMISSION TO ENTER INTO AGREEMENTS WITH THE IDAHO STATE BUILDING AUTHOR-
7 ITY TO RESTORE AND REFURBISH THE STATE CAPITOL BUILDING AND CONSTITUTING
8 PRIOR LEGISLATIVE APPROVAL IN ACCORDANCE WITH SECTION 67-6410, IDAHO CODE.
9 Be It Resolved by the Legislature of the State of Idaho:
10 WHEREAS, the State Capitol Building is the most vital and preeminent pub-
11 lic building in Idaho and a symbol of Idaho's sovereignty; and
12 WHEREAS, the preservation and maintenance of the State Capitol Building
13 represents a vital public interest; and
14 WHEREAS, to ensure the State Capitol Building's long history and legacy,
15 the Idaho Capitol Commission was created by the 1998 Legislature with a vision
16 of restoring the State Capitol Building to its original splendor by the year
17 2005, the centennial anniversary of the commencement of the construction of
18 the building; and
19 WHEREAS, the Idaho Capitol Commission, pursuant to Section 67-1608, Idaho
20 Code, has developed a comprehensive, multi-year master plan for the restora-
21 tion of the State Capitol Building that would address modifications, improve-
22 ments and preservation.
23 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
24 of the Fifty-sixth Idaho Legislature, the House of Representatives and the
25 Senate concurring therein, that the Legislature hereby supports the final mas-
26 ter plan approved by the Idaho Capitol Commission for the comprehensive res-
27 toration and refurbishment of the State Capitol Building.
28 BE IT FURTHER RESOLVED that the Legislature authorizes and approves the
29 Idaho Capitol Commission to enter into an agreement or agreements with the
30 Idaho State Building Authority, under such terms and conditions as may be rea-
31 sonable and necessary, to provide financing and to restore and refurbish the
32 State Capitol Building, and that this resolution shall constitute prior legis-
33 lative approval in accordance with Section 67-6410, Idaho Code.

This resolution recognizes the activities of the Idaho Capitol
Commission s final master plan for the restoration and refurbishment
of the State Capitol Building. The resolution further authorizes the
Commission to enter into agreements with the State Building Authority
to restore and refurbish the State Capitol Building.
FISCAL IMPACT
Adoption of this concurrent resolution would support the request for a
$32 million dollar General Fund appropriation in combination with
approval to enter into agreements with the Idaho State Building
Authority for the bonding of the balance of the project. Estimated
project cost is $64 million dollars. The debt service of the bond is
intended to be paid through a combination of income from the sale or
exchange of timber lands in the Capitol Endowment Fund, possible
issuance of a commemorative license plate, utilization of available
federal preservation funds, private sector funds, and other possible
appropriations.
