                              BY HEALTH AND WELFARE COMMITTEE
                                                                        
  1                               A CONCURRENT RESOLUTION
  2    STATING FINDINGS OF THE LEGISLATURE AND URGING THE GOVERNOR  AND  DIRECTOR  OF
  3        THE  DEPARTMENT  OF  HEALTH AND WELFARE TO PURSUE OPPORTUNITIES TO COMPACT
  4        WITH OUR SISTER STATES TO PURCHASE PRESCRIPTION DRUGS AT  ECONOMIC  RATES,
  5        AND REQUESTING A REPORT.
                                                                        
  6    Be It Resolved by the Legislature of the State of Idaho:
                                                                        
  7        WHEREAS,  the  cost of prescription drugs is among the issues which causes
  8    the greatest concern for citizens of the state of Idaho; and
  9        WHEREAS, in  1999,  the  amount  of  money  spent  on  prescription  drugs
 10    increased  by  a  record 17.4% and is predicted to continue to grow by similar
 11    amounts in coming years; and
 12        WHEREAS, many senior citizens in particular are without any assistance  in
 13    meeting the costs of prescription drugs; and
 14        WHEREAS, anecdotes about concerned citizens, particularly seniors, who are
 15    resorting  to  skipping  pills,  cutting pills in half, or discontinuing their
 16    medications altogether are too common; and
 17        WHEREAS, it is incumbent upon the  Legislature  to  consider  measures  to
 18    address  drug  costs  because  they  pose  a dilemma with direct impact on the
 19    health and well-being of every citizen of the state; and
 20        WHEREAS, among the state responses to this concern has been the  formation
 21    of the Northeast Legislative Association on Prescription Drug Prices, a coali-
 22    tion  of  the states of Connecticut, Maine, Massachusetts, New Hampshire,  New
 23    York, Pennsylvania, Rhode Island and Vermont,  with the purpose of making pre-
 24    scription drugs more affordable and accessible to the people of  their  states
 25    through  the  possibility  of  developing  a  compact to purchase prescription
 26    drugs; and
 27        WHEREAS, many western states could benefit from a similar coalition and it
 28    would be a meaningful step in addressing prescription drug costs for our citi-
 29    zens.
 30        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
 31    of the Fifty-sixth Idaho Legislature, the House  of  Representatives  and  the
 32    Senate concurring therein, that we urge the executive branch, particularly the
 33    Governor  and  the Director of the Department of Health and Welfare, to pursue
 34    the opportunity to develop a compact with our sister states to facilitate pur-
 35    chases of prescription drugs by the most economic method. Such a  program  may
 36    require additional legislative consideration, and the Legislature stands ready
 37    to  consult and cooperate in developing the terms of such an agreement. We ask
 38    that a report be made to the House of Representatives Health and Welfare  Com-
 39    mittee  and  the Senate Health and Welfare Committee in the first month of the
 40    Second Regular Session of the Fifty-sixth Idaho Legislature.

                      STATEMENT OF PURPOSE

This legislation encourages the Governor and the Director of the
Department of Health and Welfare to form a coalition with sister
states to develop a compact to purchase prescription drugs at economic
rates. This coalition would ease the rising prices of current
prescription drugs on Idaho residents, especially Idaho s senior
citizens. This legislation also asks for a report to be made to the
House and Senate Health and Welfare committee concerning this issue
the beginning of the second session of the current legislature.
