                             HOUSE CONCURRENT RESOLUTION NO. 30

  1                               A CONCURRENT RESOLUTION
  2    STATING FINDINGS OF THE LEGISLATURE THAT THE  TEACHING  PROFESSION  IS  INDEED
  3        AMONG  THE  MOST  RESPONSIBLE AND SIGNIFICANT TO THE FUTURE OF OUR SOCIETY
  4        AND TO SET A GOAL OF A MINIMUM SALARY FOR TEACHERS.
                                                                        
  5    Be It Resolved by the Legislature of the State of Idaho:
                                                                        
  6        WHEREAS, the people of the state of Idaho have historically recognized the
  7    consequence of a quality education for their children; and
  8        WHEREAS, the constitution of the state of Idaho found that  education  was
  9    essential to the "stability of a republican form of government"; and
 10        WHEREAS,  a  teacher  is  at  once a mentor, instructor, guide, counselor,
 11    advisor and leader and the influence of  a  teacher  reaches  far  beyond  the
 12    classroom into the full term of a person's life; and
 13        WHEREAS,  after the family, many people cite a special teacher as the per-
 14    son who had the most influence in their life; and
 15        WHEREAS, it may once have been adequate to look upon teaching as a  career
 16    choice  where  the aspect of public service could be substituted for compensa-
 17    tion; and
 18        WHEREAS, today we demand of the teacher the highest level of  preparation,
 19    excellent  ability  in  the classroom, and commitment to continuing education;
 20    and
 21        WHEREAS, to assure the quality we expect of teachers, the teaching  career
 22    must  be  given the monetary reward to place it in competition with other pro-
 23    fessions which require, as a minimum, a bachelor's degree and which  encourage
 24    further education.
 25        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
 26    of  the  Fifty-sixth  Idaho  Legislature, the House of Representatives and the
 27    Senate concurring therein, that we find and declare that the teaching  profes-
 28    sion is indeed among the most responsible and significant to the future of our
 29    society. To assure the quality we expect from teachers, we establish as a goal
 30    that  the  minimum  salary of a teacher should be fixed at $30,000 and that we
 31    should seek to attain this goal as rapidly as reasonably possible.

The purpose of this legislation is to recognize that the teaching
profession is among the most responsible and significant to the future
of our society. Today we demand of the teacher the highest level of
preparation, excellent ability in the classroom, and commitment to
continuing education. We need to assure the quality we expect of
teachers. The teaching career must be given the monetary reward to
place it in competition with other professions which require as a
minimum a bachelors degree and which encourage further education. To
assure the quality we expect from teachers, we establish as a goal that
the minimum salary of a teacher should be fixed at $30,000 and that we
should seek to attain this goal as rapidly as is reasonably possible.
