  1                                        AN ACT
  2    RELATING TO VETERANS SERVICES; AMENDING CHAPTER 2, TITLE 65,  IDAHO  CODE,  BY
  3        THE  ADDITION  OF  A  NEW SECTION 65-208, IDAHO CODE, TO ESTABLISH SERVICE
  4        OFFICERS TO AID VETERANS OR DEPENDENTS WITHIN  THE  DIVISION  OF  VETERANS
  5        SERVICES.
                                                                        
  6    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  7        SECTION  1.  That  Chapter  2,  Title  65, Idaho Code, be, and the same is
  8    hereby amended by the addition thereto of a NEW SECTION, to be known and  des-
  9    ignated as Section 65-208, Idaho Code, and to read as follows:
                                                                        
 10        65-208.  SERVICE OFFICERS TO AID VETERANS OR DEPENDENTS. In furtherance of
 11    the  duties  of  the  division of veterans services, service officers shall be
 12    organized to extend outreach  services  to  any  veteran,  widow,  widower  or
 13    dependent  thereof  in  applying to the federal or state veterans agencies for
 14    all benefits and aid to which the individual is entitled by federal, state  or
 15    local  laws,  rules  or regulations. At least one (1) service officer shall be
 16    located within each judicial district of the state.

Statement of Purpose / Fiscal Impact

	                     STATEMENT OF PURPOSE
                                 RS 11029

This measure is intended to provide medical and other badly 
needed assistance to our veterans to whom we owe so much but who 
are being neglected in many cases and in many areas.  It will 
expand the number of veterans service officers in the state so 
veterans can more easily get medical attention and information on
 benefits they are due.

	                   FISCAL IMPACT
The funding will come from the General Fund to set up these  
offices and hire the officers and support staff for a total of 
six FTE’s (full time employees).  The first year the cost will be 
$597,300.  In subsequent years, the cost will be reduced to 
$536,500.  After the program is in place, the officers will be 
able to access available federal money to assist those people who 
are being left out and who are not receiving payment for medical 
care and for their many other needs.  These federal funds should 
be received in an amount that will far exceed the state funding 
necessary for the program.
