BLIND AND VISUALLY IMPAIRED COMMISSION - Amends existing law to provide
that the number of commissioners on the Commission for the Blind and
Visually Impaired shall be increased from five to seven, at least four of
whom shall be blind or visually impaired, and not more than four of whom
shall belong to the same political party; and to provide that one member
must be a member as designated by the National Federation of the Blind in
Idaho.

2 RELATING TO THE COMMISSION FOR THE BLIND AND VISUALLY IMPAIRED; AMENDING SEC-
3 TION 67-5403, IDAHO CODE, TO PROVIDE THAT THE NUMBER OF COMMISSIONERS
4 SHALL BE INCREASED FROM FIVE TO SEVEN, AT LEAST FOUR OF WHOM SHALL BE
5 BLIND OR VISUALLY IMPAIRED AND NOT MORE THAN FOUR OF WHOM SHALL BELONG TO
6 THE SAME POLITICAL PARTY AND AT LEAST ONE OF WHOM SHALL BE A MEMBER AS
7 DESIGNATED BY THE NATIONAL FEDERATION OF THE BLIND OF IDAHO.
8 Be It Enacted by the Legislature of the State of Idaho:
9 SECTION 1. That Section 67-5403, Idaho Code, be, and the same is hereby
10 amended to read as follows:
11 67-5403. COMMISSION FOR THE BLIND AND VISUALLY IMPAIRED -- CREATION --
12 COMPOSITION -- APPOINTMENT -- TRANSFER OF POWERS FROM DEPARTMENT OF PUBLIC
13 ASSISTANCE. (1) There is hereby created in the office of the governor the
14 Idaho commission for the blind and visually impaired. The commission shall
15 consist of five (5) seven (7) members, at least three (3) four (4) of whom
16 shall be blind or visually impaired, and not more than three (3) four (4) of
17 whom shall belong to the same political party, and at least one (1) of whom
18 shall be a member as designated by the national federation of the blind of
19 Idaho.
20 The governor shall appoint members of the commission subject to ratifica-
21 tion by the senate at the next regular or special session of the legislature.
22 All appointments shall be made for terms of three (3) years, beginning on
23 July 1st. If for any reason a member should leave the commission before his
24 term expires, the governor shall appoint another member to fill out the unex-
25 pired term.
26 (2) All powers and duties of the department of public assistance relating
27 to services to the blind and sight conservation as herein defined, are trans-
28 ferred to and shall be assumed by the commission on October 1, 1967.

The purpose of this legislation is to amend Section 67-5403, Idaho Code, to
provide that the Commission for the Blind membership be increased from 5 to
seven, at least one of who shall be a member as designated by the National
Federation of the Blind of Idaho.
FISCAL IMPACT
There will be a fiscal impact of approximately $4,000 per year to the General
Fund.
