SENATE BILL NO. 1268

1 AN ACT
2 APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF LABOR FOR FISCAL YEAR
3 2002; PROVIDING TWO ADDITIONAL FULL-TIME EQUIVALENT POSITIONS; AND PROVID-
4 ING LEGISLATIVE INTENT REGARDING THE IDAHO RURAL PARTNERSHIP.
5 Be It Enacted by the Legislature of the State of Idaho:
6 SECTION 1. In addition to the appropriation made in Section 1 of Senate
7 Bill No. 1236, as enacted by the First Regular Session of the Fifty-sixth
8 Idaho Legislature, there is hereby appropriated to the Department of Labor the
9 following amount to be expended for the designated program according to the
10 designated expense classes from the listed fund for the period July 1, 2001,
11 through June 30, 2002:

19 SECTION 2. In addition to the authorization made in Section 2 of Senate
20 Bill No. 1236, as enacted by the First Regular Session of the Fifty-sixth
21 Idaho Legislature, the Department of Labor is hereby authorized two (2) addi-
22 tional full-time equivalent positions for the period July 1, 2001, through
23 June 30, 2002.
24 SECTION 3. It is legislative intent that the Idaho Rural Partnership
25 shall integrate its efforts with the Idaho Department of Agriculture, the
26 Idaho Department of Commerce, and the Governor's Task Force on Rural Develop-
27 ment to develop a unified direction in addressing rural economic issues. The
28 Idaho Rural Partnership is encouraged to reorganize itself to increase private
29 sector and rural participation on its board of directors. The Idaho Rural
30 Partnership shall report the results of these efforts to the Joint Finance-
31 Appropriations Committee at its fall interim meeting.

This is a fiscal year 2002 trailer appropriation bill for the Department of Labor.
This bill provides 1 FTP and $43,800 in ongoing and $3,500 in one-time General Funds to administer H 71aaS, which removes the minimum wage exemption for most agricultural farm workers.
This bill also provides another FTP and $43,800 in ongoing and $3,500 in one-time General Funds as a result of an increased workload in the Wage and Hour Section of the Department.
Finally, this bill contains legislative intent language directing that: (1) the Idaho Rural Partnership shall integrate its efforts with the Idaho Departments of Agriculture and Commerce, and the Governor’s Task Force on Rural Development to develop a unified direction in addressing rural economic issues; (2) the Idaho Rural Partnership is encouraged to reorganize itself to increase private sector and rural participation on its board of directors; and (3) the Idaho Rural Partnership shall report the results of these efforts to the Joint Finance-Appropriations Committee at its fall interim meeting.
